Zero Tolerance Policy Given by UGC

University grants commission, has drafted a new policy to control the menace. The name of the policy is Zero Tolerance Policy. The new policy drafted as a part of researcher effort towards plagiarism. Authorities of HEI (Higher education Institution) also take notice of an action of plagiarism and initiate proceeding.

Key Details

  • Recently, Research scholar face cancellation of his⟋her registration if found to have plagiarized someone else՚s work.
  • And if faculty found guilty of the same, could be:
    1. Disqualified from publishing any work
    2. Denied annual increment
    3. Disqualified from supervising any student or scholar
  • Researchers can lose their registration if 60% plagiarism is found.
  • Researchers will get a chance to revice their works.
  • As per the Zero Tolerance Policy 3 types of penalties would be imposed for faculty & researcher.
  • This policy՚s penalties would be imposed on those, who found guilty of lifting someone else՚s work.

About Zero Tolerance Policy

  • Also compulsory for the HEIs to submit to INFLIBNET (Information and Library Network) soft copies of all M Phil. , PhD theses.
  • Under “Shodh Ganga e-repository” programme: Theses carried out in its several departments after the award of degrees for hosting in the digital repository.

Plagiarism in Non-Core Areas

  • In case of “Level 1 and 2” offence: Researchers would get a chance to revise their work.
  • In case of “Level 3” offence, which is “60% similarities” would result in cancellation of the researcher՚s registration.

Plagiarism in Core Areas

  • There will be zero tolerance

Core Work

  • Core work carried out by the student, faculty, staff and researcher.
  • Based on original ideas and shall be covered by Zero Tolerance Policy on Plagiarism.
  • In case plagiarism is established in the core work claimed, then maximum penalty imposed by Plagiarism Disciplinary Authority (PDA) of the HEI.
  • It include abstract, summary, hypothesis, observations, results, conclusions and recommendations.

Plagiarism Detection Tools

  • Every faculty, researcher and MPhil⟋PhD student should be provided access to plagiarism detection tools.
  • These tools provide for checking the content of their scripts and document has been duly checked through a plagiarism detection tool.
  • This tool approved by the HEI.

Three Types of Penalties

Level: 1

  • Withdraw manuscript submitted for publication.
  • Cannot publish any work for a minimum period of 1 year.

Level: 2

  • Withdraw manuscript and cannot publish any work for a minimum period of 2 years.
  • Will be denied right to one annual increment.
  • Will not be allowed to be a supervisor to any student⟋scholar for a period of 2 years.

Level: 3

  • Withdraw manuscript and shall not be allowed to publish any work for a minimum period of 3 years.
  • Will be denied right to 2 successive annual increments.
  • Will not be allowed to be a supervisor to any student⟋scholar for a period of 3 years.
