Cabinet approved continuance of 8 existing schemes of Ministry of Home Affairs upto March 2020 for relief & rehabilitation of migrants & repatriates under Umbrella scheme “Relief & Rehabilitation of Migrants & Repatriates” .

8 Schemes

8 schemes approved for continuance are already in operation, & benefits under each will be extended to intended beneficiaries in accordance w⟋approved criterion.

  • Central Assistance for one-time settlement of displaced families from Pak Occupied J&K (PoJK) & Chhamb settled in State of J&K.
  • Rehabilitation Package & up-gradation of infrastructure of Bangladeshi Enclaves & Cooch Behar District after transfer of enclaves b⟋w India & Bangladesh under Land Boundary Agreement.
  • Relief assistance to Sri Lankan refugees staying in camps in Tamil Nadu & Odisha.
  • Grant-in-Aid to Central Tibetan Relief Committee (CTRC) for 5 years for administrative & social welfare expenses of Tibetan settlements.
  • Grant-in-Aid to Govt. of Tripura for maintenance of Brus lodged in relief camps of Tripura.
  • Rehabilitation of Bru⟋Reang families from Tripura to Mizoram.
  • Grant of enhanced relief of ₹ 5.00 lakh per deceased person, who died during 1984 Anti-Sikh Riots.
  • Central Scheme for Assistance to Civilian Victims⟋Family of Victims of Terrorist⟋Communal⟋LWE Violence & Cross Border Firing & Mine⟋IED blasts on Indian Territory.

Financial Implication

  • Financial implication for this purpose is ₹ 3183 cr. for period 2017 - 18 to 2019 - 20. Year-wise phasing of scheme will be- ₹ 911 cr. in 2017 - 18, ₹ 1372 cr. in 2018 - 19 & ₹ 900 cr. in 2019 - 2020.

Background on Schemes

  • To enable migrants & repatriates, who have suffered on account of displacement, to earn reasonable income & to facilitate their inclusion in mainstream economic activities, Govt. , at diff. points of time, started these 8 schemes.
  • Schemes provide assistance for - relief & rehabilitation of displaced families of PoJK & Chhamb; Relief assistance to Sri Lankan refugees, Relief assistance to Brus lodged in relief camps in Tripura; Rehabilitation of BRU⟋Reang families from Tripura to Mizoram; enhanced relief to 1984 Anti-Sikh Riot Victims; Relief to Civilian victims⟋family of victims of terrorists⟋Communal⟋LWE violence & Cross Border firing & Mine⟋IED blasts on Indian Territory & Repatriation of Indian Prisoners from abroad; Grant-in-aid to Central Tibetan Relief Committee (CTRC) .
  • Govt. is providing Grant-in-Aid to Govt. of West Bengal for infrastructure development in 51 erstwhile Bangladeshi enclaves in India situated in Cooch Behar District for resettlement of 911 returnees from erstwhile Indian enclaves in Bangladesh.
