On April 4, Union Minister of State for Home Affairs said that fight in Naxals is State subject & Centre can only assist State Governments. Central Armed Police Forces (CAPFs) are provided w/latest state-of-the-art weapons to tackle terrorist & naxalite activities.

  • Modernisation of Police Forces is continuous process & their requirement of modern weapons keeps evolving over time.

  • Government has approved enhanced outlay under umbrella scheme of “Modernisation of Police Forces (MPF) ” w/total outlay of Rs. 25, 061 crore.

  • Sub-scheme of “Assistance to States for Modernization of Police” is approved for period from 2017 - 18 to 2019 - 20.

  • Under sub-scheme central assistance to States is provided for acquisition of security/surveillance/communication equipments, modern weaponry, forensic equipments etc.

What is Terrorism?

  • Laws of particular country plays vital role in handling terrorism. But number of prosecutions are very low when compared to attacks.

What is Naxalism?

Term Naxalism derives its name from the village Naxalbari of West Bengal.

  • It is originated as rebellion against local landlords who bashed a peasant over a land dispute.

  • This rebellion was initiated in 1967.

  • Naxalism spread into less developed areas of rural central & eastern India, such as Chhattisgarh, Orissa, and Andhra Pradesh.

  • Growing in undeveloped areas because of extreme poverty, unemployment & collapse of state structure. In such countries Govt. has failed to provide basic human needs.

  • Target of Naxalism is Government System.

Government Policies Against Naxalism:

  • Naxalism 2009 – Operation Green Hunt.

  • Objective of cleansing naxalism from Indian main land.

  • More social & political problem than law & order problem.

  • Govt. has initiated publicity campaigns to garner support from public in their efforts to crack down naxals.

  • Govt. allocates separate amount for development of areas.
