The Union cabinet approved following bills for international cooperation in different sectors- India-Morocco Cooperation Agreement in Railway Sector, Agreement between India and Israel on Film Co-production, Signing of India-Australia Memoranda of Understanding (MoUs) for Secondment Programme, Signing and ratification of protocol amending the Agreement between India and China for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion, Signing of a Memorandum of Cooperation between India and USA on Law Enforcement Training, Signing of a MoU with United Kingdom of Great Britain and Northern Ireland on Cooperation in the Field of Skill Development, Vocational Education and Training.

  • Although the MoUs themselves might not be important in themselves, they can used for supporting your answers (for example certain government policies like “look east”) or for understanding the overall trend of international relation with a certain country.

India-Morocco Cooperation Agreement in Railway Sector

The Union Cabinet approved the Cooperation Agreement between India and the Moroccan National Railways Office (ONCF) to develop partnership in railway sector enabling technical cooperation in the following areas: -

  1. Training and staff development

  2. Expert missions, exchange of experience and personnel.

  3. Mutual technical assistance, including exchanging of experts.

Agreement between India and Israel on Film Co-production

  • Co-production of an Indian film with an international party means that Indian producer can access international funds and can collaborate on the script, talent, and distribution at international level.

  • Co-production of a film under this treaty will qualify it to be national production both in India and Israel.

  • This will also enable a common pool of creative, artistic, technical, financial and marketing resources of the two countries.

Signing of India-Australia Memoranda of Understanding (MoUs) for Secondment Programme

  • MoU was signed for Secondment Programme between the Department of Economic Affairs (Indian Economic Service Cadre) and The Treasury, Government of Australia, for a period of three months.

  • One officer from the Australian Treasury was seconded to the Department of Economic Affairs, Ministry of Finance and one officer from the IES (at Deputy Secretary/Director level) nominated by the IES Cadre, Department of Economic Affairs, will be seconded to the Australian Treasury, Government of Australia, for a period of three months

Signing and Ratification of Protocol Amending the Agreement between India and China for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion

  • The Union Cabinet approved signing and ratification of protocol amending the Agreement between India and China for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to taxes on income.

  • Updates existing provisions for exchange of information to the latest international standards.

  • Protocol will incorporate changes required to implement treaty related minimum standards under the Action reports of Base Erosion & Profit shifting (BEPS) Project, in which India had participated on an equal footing.

  • The Protocol will also bring in changes as per BEPS Action reports as agreed upon by two sides.

Signing of a Memorandum of Cooperation between India and USA on Law Enforcement Training

  • Memorandum of Cooperation (MoC) between Federal Law Enforcement Training Centers (FLETC), USA and Bureau of Police Research & Development (BPR&D), India on Law Enforcement Training.

  • Enhanced cooperation between the two countries in security related matters under the aegis of the India-US Homeland Security Dialogue.

  • Improving the standards of training, training materials, quality of trainers etc. which will go a long way in improving the functioning of police forces in the country and realizing the concept of SMART Police.

Signing of a MoU with United Kingdom of Great Britain and Northern Ireland on Cooperation in the Field of Skill Development, Vocational Education and Training

  • Memorandum of Understanding (MoU) with United Kingdom of Great Britain and Northern Ireland on Cooperation in the Field of Skill Development, Vocational Education and Training.

  • Closer bilateral cooperation in the field of vocational education and training and skill development.

  • Create the framework between India and the United Kingdom Industry and training institutes, to scale up skill training efforts in India and enhance their quality.

What is Base Erosion & Profit Shifting (BEPS) Project?

  • Base erosion and profit shifting (BEPS) are the tax planning strategies used by multinational companies that exploit gaps and mismatches in tax rules to artificially shift profits to low or no-tax locations where there is little or no economic activity. The project headed by the OECD was initiated by the G20 in 2012.
  • BEPS aims to identify over a period to December 2015, ways of providing more standardized tax rules globally to prevent exploitation of such strategies
