Department of Commerce on 17th May 2018 created Directorate General of Trade Remedies (DGTR) in Union Ministry of Commerce & Industry. Office of DGTR is created w/aim to dispose-off cases related to unfair trade practices & to provide level playing field to domestic industry.

  • Approval for creation of DGTR was given by Union Commerce & Industry Ministery following amendment carried out by Union Govt. to GoI (Allocation of Business) Rules, 1961 on 7th May, 2018 in this regard.

Directorate General of Trade Remedies (DGTR)

  • DGTR will be apex National Authority that will be managing all trade remedial measures including anti-dumping, countervailing duties & safeguard measures.
  • DGTR will bring Directorate General of Anti-dumping & Allied duties (DGAD) , Directorate General of Safeguards (DGS) ; & Safeguards (QR) functions of DGFT under its name by merging them into one single national entity.
  • DGTR will have total strength of 112 posts which will be drawn from Directorate General of Anti-dumping & Allied duties of Department of Commerce & Directorate General of Safeguards of CBEC.
  • It will provide trade defence support to domestic industries & exporters to deal w/trade remedy investigations instituted against them by other countries.
  • It will be multi service organisation that will define skill-sets of various officers from field of international trade, customs, revenue, finance, economics, costing & law.

Significance of Creation of Directorate General of Trade Remedies

  • Creation of Directorate General of Trade Remedies will result in savings of 49 posts to Govt. on account of merging DGAD & DGS.
  • Creation of this organisation is in tune w/PM՚s goal of ‘Minimum Government Maximum Governance’ .

Background

  • Govt. had initiated more than 130 anti-dumping, countervailing duty & safeguard cases to deal w/rising incidences of unfair trade practices & provide level playing field to domestic industry.
