Union Defence Minister launched ‘Mission Raksha Gyan Shakti’ in New Delhi to boost Intellectual Property Right (IPR) culture in indigenous defence industry. It aimed to provide boost to IPR culture in indigenous defence industry.

Mission Raksha Gyan Shakti

  • It was instituted by Department of Defence Production as part of ongoing initiatives to enhance self-reliance in defence.

  • It aimed to provide boost to IPR culture in indigenous defence industry.

  • Main objective of this programme was to inculcate IP culture in Indian defence manufacturing ecosystem.

  • Directorate General of Quality Assurance (DGQA) was entrusted w/responsibility of coordinating & implementing programme.

  • During event, salient inventions & innovations achieved by DRDO, Defence Public Sector Undertakings (DPSUs) & Ordnance Factories (OFs) that have resulted in successful filing of IPR applications were showcased.

Background of Mission Raksha Gyan Shakti

  • IPR has emerged as key ingredient of ecosystem which stimulates innovation & ingenuity.

  • India is knowledge hub since ancient times, but due to lack of awareness on modern legal framework for protection of IP rights, nation’s knowledge & creativity are not utilised to its full potential.

  • Spreading awareness about IPR will help in promoting culture of innovation & creation of Intellectual Property.

  • Defence Ministry has established IP Facilitation Cell in April 2018 to achieve ambitious targets of training 10,000 personnel of OFB & DPSUs on IPR & facilitate filing of at least 1,000 new IPR applications.

Intellectual Property Rights

  • According to World Trade Organization (WTO), IPRs are rights given to persons over creations of their minds.

  • They usually give creator exclusive right over use of his/her creation for certain period of time.

Directorate General of Quality Assurance

  • Directorate General of Quality Assurance (DGQA) is under Dept. Of Defence Production, Ministry of Defence.

  • Organisation is more than 100 years old & provides Quality Assurance (QA) cover for entire range of Arms, Ammunitions, Equipments & Stores supplied to Armed Forces.

  • Apart from QA activities, organisation is responsible for import substitution & associates w/DRDO in development projects.

  • It ensures Documentation, Codification & Standardisation Action for minimizing variety of components/equipments.

  • Other services rendered are promotion of small scale industries, Post procurement services, Defect Investigations & Technical Consultancy to users, Ministry & Production Agencies.

  • Establishments under this organisation are spread all over country where mainly Ordnance Factories, Defence Public Sector undertakings & Industrial base exist.
