Government has announced the launch of public and shared transportation based on electric power train, through a system of Expression of Interest (EoI). FAME-I was focused more on private vehicles. The government is giving priority to public transport in the second phase of incentive scheme.

Plan of the Government

  • Under this EoI, a grant of up to Rs. 105 crore per city with million plus population and special category states, was proposed to be extended by the Government through demand incentives in combinations of electric buses, electric 4-wheeler passenger cars and electric 3-wheelers.

Response to EoI

  • The Department received 47 proposals from 44 cities across 21 states having requirement of 3144 E-buses, 2430 E-Four Wheeler Taxies and 21545 E-Three Wheeler Autos.

  • After evaluation of these proposals, eleven cities were selected for funding under the present Expression of Interest as the pilot project.

Cities Selected for Implementation of Pilot Project

  • These include Delhi, Ahmedabad, Bengaluru, Jaipur, Mumbai, Lucknow, Hyderabad, Indore, Kolkata, Jammu, and Guwahati.

What Will These Cities Get from the Government?

The government has sanctioned a total of 390 buses, 370 taxis and 720 three-wheelers:

  • The nine big cities (Delhi, Ahmedabad, Bengaluru, Jaipur, Mumbai, Lucknow, Hyderabad, Indore and Kolkata) will be given subsidy for 40 buses each, while Jammu and Guwahati will get subsidy for 15 buses each.

  • Kolkata will get subsidy for 200 e-taxis, followed by Bangalore (100 taxis), Indore (50 taxis) and Ahmedabad (20 taxis).

  • Bangalore will get subsidy for 500 three-wheelers, followed by Indore for 200 three-wheelers and Ahmedabad for 20 three-wheelers.

  • The investment of Rs. 437 crore includes about Rs. 40 crore as incentives for installation of charging infrastructure

Bangalore, Ahmedabad and Indore are emerged as cities to implement multi-model electric vehicles network. The selected cities are required to finalize the tendering process and issue supply order before 28 February 2018.

Background on EV

  • Government of India is targeting a fully electric fleet for public transport, including buses, taxis and auto-rickshaws under the second phase of FAME India scheme.

  • Department of Heavy Industries (DHI) emphasized that public transport should be 100 percent electric, as it will help to reduce pollution to a great extent.

  • The pilot phase or phase I of the Faster Adoption and Manufacturing of Hybrid and Electric vehicles in India (FAME India) was launched by the government in 2015, which expires on March 31,2018.

What is an EoI?

  • An expression of interest (EOI) is an informal offer made by a strategic or financial buyer for the purchase of a business.

  • The primary purpose is to suggest a valuation range that a buyer is willing to pay for a company. Investment bankers usually request an EOI in their bidding process to separate all potential buyers into a smaller, more realistic list of qualified buyers that may be a good fit for the seller.
