The Department of Agriculture, Cooperation and Farmers’ Welfare (DAC&FW) has taken initiatives for agricultural extension like Support to State Extension Programmes for Extension Reforms popularly known as ATMA Scheme and Mass Media Support to Agricultural Extension and Kisan Call Centers.

Following are some important details:

  • ATMA Scheme: Key objectives include setting up autonomous institutions, encouraging multi-agency and broad-based strategies facilitating convergence of programs in planning, executing and implementation.
  • Mass Media Scheme: Government educating farmers through display of exhibits on new tools and technology, schemes, and activities for benefiting and helping farmers through agriculture fair, exhibitions and print, electronic media like Radio, TV and Social Media platforms.
  • Kisan Call Centres (KCCs) Scheme: Farmers’ queries answered on telephone in their own dialect.
  • Kisan Suvidha Mobile App: Provides information on weather report, plant protection, input dealers, agro-advisory and marketing.
  • Pusa Krishi Mobile App, Agri-Market App and Crop Insurance Mobile App launched for the benefit of farmers.
  • Indian Council of Agricultural Research (ICAR) : established a network of 680 Krishi Vigyan Kendras (KVKs) for technology assessment and demonstration. Activities like on-farm trials and front-line demonstrations create awareness ontechnologies.
  • Crop Development Schemes: Scientific crop production technologies promoted through demonstrations and training such as timely sowing, seed rate, recommended package of practices for reduction in the cost of cultivation. These include:
  • National Food Security Mission (NFSM) on rice, wheat, pulses, coarse cereals
  • Bringing Green Revolution to Eastern India (BGREI) and Crop Diversification Programme (CDP) for commercial crops (cotton, jute & sugarcane).
  • Under NFSM and BGREI provision of ‘Cropping System Based Training’ which includes four sessions- one before Kharif and Rabi Seasons, one each during Kharif and Rabi Seasons to train farmers on new high yielding varieties.
  • National Mission on Oilseeds and Oil Palm (NMOOP) : Under NMOOP programme, Transfer of Technology (ToT) component, assistance is provided to States for conducting Farmers Training and Trainers Training Programme- training is provided to the farmers and extension workers educating the farmers to avail the benefits of the programme.
  • Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) – ‘Per Drop More Crop’ for water use efficiency at farm level through precision and micro irrigation (drip and sprinkler irrigation).
  • Mission for Integrated Development of Horticulture (MIDH) : Envisages productivity improvement of horticulture crops like fruits (including apple) and vegetables through capacity building, improved technologies, and creation of infrastructure for Post-Harvest Management (PHM) and marketing for better price realization.
  • Common Agriculture Market: National Agriculture Market (e-NAM) project with e-NAM portal to facilitate on-line of agricultural produce in any market integrated to the portal
  • Integrated Pest Management (IPM) : Ecological approach to keep pest population below economic thresholds level through alternate pest control strategies and technique:

    • Preventive measures
    • Cultural, mechanical and biological control with emphasis on bio-pesticides like neem
    • Strengthening and Modernization of Pest Management Approach in India” through 35 Central Integrated Pest Management Centres (CIPMCs) of Directorate of Plant Protection Quarantine and Storage promoting IPM approach through Farmers Field Schools (FFSs)

Other Initiatives

  • Assistance on distribution of improved seeds, farm implements, irrigation devices, plant protection chemicals, bio-pesticides for promoting Integrated pest management and soil ameliorants.
  • Initiatives like distribution of seed mini-kits of newer varieties of pulses free of cost, production of quality seed, creation of seed hubs at SAU and KVKs, strengthening of bio-fertilizers and bio-agent labs at SAUs and ICAR Institute, technological demonstration by KVKs and enhancing up breeder seed production included under NFSM.
