The Centre signed 4 MoUs with the US-based hospitality major Airbnb to promote tourism in northeast. The MoUs were signed under the aegis of the Ministry of Development of North Eastern Region (DoNER) to:

  • Promote tourism

  • Generate technology-enabled livelihood opportunities in the north-eastern region of the country

Objectives of MoUs

  • Achieving the goal of doubling the tourist growth rate in the Northeast in the next three years.

  • Create hospitality micro-entrepreneurs across key destinations in the North East

  • Creating more sustainable accommodation options and enhancing the hospitality service standards in the region.

The MoUs Were Signed Between?

Airbnb signed MoUs with

  • North Eastern Council (NEC)

  • North East Tourism Development Council (NETDC)

  • The North East Rural Livelihood Project (NERLP)

  • The North Eastern Region Community Resource Management Project (NERCORMP).

Details of Agreements

Under the agreements, Airbnb to provide training to core teams of the NERLP and NERCORMP, which would further train existing and potential hosts on

  • Home sharing

  • Responsible hosting

  • Hospitality standards

  • Hygiene

  • Basic amenities.

Other Related MoUs

  • Another MoU was signed between NERCORMP and the Himalayan Environmental Studies and Conservation Organization (HESCO) for leveraging of community resources and appropriate local resources based on technology.

DoNER

  • The Ministry of Development of North Eastern Region is responsible for the matters relating to the planning, execution and monitoring of development schemes and projects in the North Eastern Region.
  • Its vision is to accelerate the pace of socio-economic development of the Region so that it may enjoy growth parity with the rest of the country.

North Eastern Council (NEC)

  • The eight States of Northeast India viz. Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura and Sikkim, are members of the council
  • The Council was initially set up as an advisory body but now sanctioned as a Regional planning body since 2002.
  • The council discusses any matter in which the North Eastern States have a common interest and decide the action to be taken on any such matter.
  • The council was created to take care of the economic and social planning of these states, as well as to provide mediation in the event of inter-State disputes

North East Tourism Development Council (NETDC)

  • NETDC was set up as public-private partnership (PPP) model for development states of Northeast.

Other Measures Taken for Development of North-Eastern States

  • Setting up of “Venture Fund” as initial capital assistance for any young entrepreneur or start-up who wishes to launch an establishment or venture in the North-Eastern region

  • Setting up of “Dr A. P. J. Abdul Kalam Centre for Policy Research & Analysis” at the Indian Institute of Management (IIM), Shillong

The North East Rural Livelihood Project (NERLP)

  • The aim of NERLP is to improve rural livelihood, especially that of women, unemployed youth and the most disadvantaged, in four North Eastern States of Mizoram, Nagaland, Sikkim and Tripura.

The North Eastern Region Community Resource Management Project (NERCORMP)

  • North Eastern Region Community Resource Management Project (NERCORMP) is a livelihood and rural development project aimed to transform the lives of the poor and marginalized tribal families in North East (NE) India.
  • NERCORMP is a joint developmental intiative of the North Eastern Council (NEC), Ministry of DoNER, Govt. of India and International Fund for Agricultural Development (IFAD).

Air Bnb

Airbnb is an American company which operates an online marketplace and hospitality service for people.

Its services include

  • leasing or renting short-term lodging including holiday cottages, apartments, homestays, hostel beds, or hotel rooms

  • to participate in or facilitate experiences related to tourism such as walking tours, and to make reservations at restaurants.

The company does not own any real estate or conduct tours; it is a broker which receives percentage service fees in conjunction with every booking.

Like all hospitality services, Airbnb is an example of collaborative consumption and sharing
