UGC provides financial assistance under Scheme “General Development Assistance” to eligible Central Universities, Deemed Universities, State Universities & colleges to set up new & strengthen existing infrastructural facilities in institutions.

Eligibility for General Development Assistance

  • Financial assistance is provided in accordance w/extant guidelines, taking into consideration requirements of university/college & overall budget.

Other Steps to Achieve Academic Excellence

Major steps taken by Ministry of Human Resource Development (MHRD) /UGC:

  • Govt. has approved scheme for providing Regulatory Architecture for upgrading of 20 Institutions as world class teaching & research institutions known as ’Institutions of Eminence”.

    Regulatory Architecture is provided in form of UGC (Declaration of Govt. Institutions as Institutions of Eminence) Guidelines, 2017 for public Institutions & UGC (Institutions of Eminence Deemed to be Universities) Regulations, 2017 for private Institutions, so as to enable such institutions to evolve into Institutions of world class in reasonable time period.

  • UGC (Conferment of Autonomous Status upon Colleges & Measures for Maintenance of Standards in Autonomous Colleges) Regulations, 2018 are notified on 12.02. 2018.

    • Regulations ensure that quality HEIs become autonomous.

    • Autonomy is expected to enhance quality of education on one side & to promote innovation in teaching & research on other side.

  • UGC has notified University Grants Commission (Categorization of Universities (Only) For Grant of Graded Autonomy) Regulations, 2018 on 12.02. 2018 to provide autonomy based on quality benchmark to Higher Educational Institutions (HEIs).

    • Universities are categorized into 3 categories based on National Assessment & Accreditation Council (NAAC) grades & benchmarks as provided in regulations.

    • These universities will be provided academic, administrative & financial autonomy, which will improve academic quality & promote excellence.

  • Centrally Sponsored Scheme of Rashtriya Uchchatar Shiksha Abhiyan (RUSA) is implemented by MHRD w/aim of promoting access, equity & quality.

  • RUSA is holistic scheme initiated in 2013.
  • Aims at providing strategic funding to higher educational institutions throughout country.
  • Focus of scheme is on serving unserved & underserved areas.
  • Under scheme, central assistance is provided, inter alia, for components such as Infrastructure grants to colleges & universities, upgradation of existing colleges to model degree colleges, etc.
  • Under these components, funds are provided to institutions for support for strengthening of infrastructure facilities for construction/renovation of libraries, laboratories, hostels etc. & for purchase of equipment in state Higher Educational Institutions (HEIs).

Objectives of Scheme:

  • Improve overall quality of state institutions by ensuring conformity to prescribed norms & standards & adopt accreditation as mandatory quality assurance framework.

  • Ensure reforms in affiliation, academic & examination systems.

  • Ensure adequate availability of quality faculty in all higher educational institutions & ensure capacity building at all levels of employment.

  • Create enabling atmosphere in higher educational institutions to devote themselves to research & innovations.

  • Expand institutional base by creating additional capacity in existing institutions and establishing new institutions, in order to achieve enrolment targets.

  • Correct regional imbalances in access to higher education by setting up institutions in unserved & underserved areas.

  • Improve equity in higher education by providing adequate opportunities of higher education to SC/STs and socially & educationally backward classes; promote inclusion of women, minorities, and differently abled persons.

  • Purchase of equipment in state Higher Educational Institutions (HEIs).

University Grants Commission (UGC)

  • Formed in 1956.

  • University Grant Commission is charged with coordination, determination & maintenance of standards of higher education.

  • Provides recognition to universities in India & disburse funds to such recognised universities & colleges.

  • Its headquarters is in New Delhi.

  • 6 regional centres in Pune, Bhopal, Kolkata, Hyderabad, Guwahati & Bangalore.

  • Formed to oversee work of 3 Central Universities: Aligarh, Banaras & Delhi.

Ministry of Human Resource Development (MHRD)

MHRD was created on Sep. 1985.

MHRD works thru 2 departments:

  • Department of School Education & Literacy

  • Department of Higher Education

Objectives of Ministry:

  • Formulating National Policy on Education & to ensure that it is implemented in letter and spirit

  • Paying special attention to disadvantaged groups like the poor, females & minorities

  • Provide financial help in form of scholarships, loan subsidy, etc to deserving students from deprived sections of society.
