Government Frames National Transit Oriented Development Policy

Union Urban Development Ministry formulated National Transit Oriented Development (TOD) Policy. Policy framework aims to promote living close to mass urban transit corridors like Metros, monorail and bus rapid transit (BRT) corridors.

Highlights

  • TOD presently being taken up Ahmedabad, Karkardooma in Delhi, Nagpur, Naya Raipur and Navi Mumbai.
  • It is significant in context that over 300 km of Metro lines being operational in seven cities.
  • Another 600 kms of metro line projects are under construction in 12 cities and over 500 km projects under consideration.
  • Union Government also has supported bus rapid transit system (BRTS) projects in 12 cities which are under different stages of progress.

Provisions of TOD Policy

  • TOD zone will be incentivized by providing significantly higher FAR of 400 on entire amalgamated plot being developed⟋redeveloped.
  • Additional FAR may be availed only through Transferable Development Rights (TDR) , for schemes larger than 1 Ha.
  • Approved layout plan of a scheme will be included in influence zone if more than 50% of plan area falls inside influence zone.
  • There shall be a mix of Housing types for a wide range of income brackets within communities with shared public spaces⟋greens⟋recreational facilities⟋amenities.
  • Mandatory residential component covering 30% FAR shall wholly comprise of units of 65 m2 area or less.
  • 20% of land shall be used for roads⟋circulation areas.
  • 20% area for green open space shall be kept open for general public use at all times.
  • 10% area of green area may be for exclusive use.
  • MRTS agencies have been exempted from providing mandatory 30% residential component.
  • Computerized single window clearance system shall be adopted for approval of TOD projects.
