High Powered Committee was constituted on 4th April 2018 by Union Ministry of Human Resource Development (MHRD) to examine entire system of concluding Class X & Class XII exams conducted by CBSE.

Chairman & Members of Committee

Vinay Sheel Oberoi is retired Secretary of Higher Education, MHRD will be Chairperson of 7 member High Power Committee.

Other Members are:

  • Pavnesh Kumar, retired Controller of Examination, CBSE

  • Prof JS Rajput, India representative on executive board of UNESCO, former Director of NCERT & former Chairman of NCTE

  • Prof Vasudha Kamat, Independent Director of IRCON & Former VC of SNDT Women’s University

  • Prof Krishna Mohan Tripathy, Ex-Director of Education of UP

  • Senior representative of DG, NIC;

  • Joint Secretary (SE-II)

Terms of Reference of Committee

  • To analyse all aspects related to the security checks for ensuring that question papers reach examinees w/o tampering.

  • To assess all areas of potential weakness in present system of transporting question papers from printing presses to examinees.

  • To recommend ways to make examination system more secure with use of technology & minimization of human intervention.

  • The committee will submit its report by on or before May 31, 2018.

Ministry of Human Resource Development (MHRD)

MHRD was created on Sep. 1985.

MHRD works thru 2 departments:

  • Department of School Education & Literacy

  • Department of Higher Education

Objectives of Ministry:

  • Formulating National Policy on Education & to ensure that it is implemented in letter and spirit

  • Paying special attention to disadvantaged groups like the poor, females & minorities

  • Provide financial help in form of scholarships, loan subsidy, etc to deserving students from deprived sections of society.
