NITSER (National Institutes of Technology, Science Education, and Research) Amendment Bill was passed in Rajya Sabha on 26th July, 2017. Bill proposes two new Institutions namely Indian Institute of Science Education and Research (IISER) Tirupati and IISER Berhampur in the Second Schedule of the NITSER Act, 2007.

Existing IISERs

  • Five IISERs at Kolkata (2006), Pune (2006), Mohali (2007), Bhopal (2008), and Thiruvananthapuram (2008)
  • Promote quality education and research in the sciences
  • With two new IISERs there are now seven.

Indian Institute of Information Technology Public Private Partnership Bill 2017

  • Rajya Sabha passed Indian Institute of Information Technology Public Private Partnership (IIIT-PPP) Bill 2017 to grant degrees to the students in IIITs set up in PPP mode.
  • Fifteen IIITs established in PPP mode to be declared Institutes of National Importance and granted statutory status.
  • IIITs in PPP mode involve State Government and industry partners
  • Have a different governance structure, including Board of Governors, nomination of Chairman, appointment of Director.
  • Supposed to be self-sustainable within 5 years with appropriate financial process in place.
  • Guiding Principle is autonomy to the Institutes with fine balance between autonomy and accountability

Current Scheme of Public Private Partnership

Funding from Centre: State: Industry Partner in ratio of 50: 35: 15 with state government, providing land.

Total 15 IIIT started so far covered by the Bill:

  • 5 (five) in 2013 - 14 at Kota, Chittoor, Guwahati, Vadodara, Tiruchirapalli.
  • 3 (three) in 2014 - 15 - Sonepat, Kalyani, Una
  • 4 (four) in 2015 - 16 - Lucknow, Senapati, Dharwad, Kottayam
  • 3 (three) in 2016 - 17 - Nagpur, Pune, Ranchi
  • 3 (three) to start in 2017 - 18 - Bhopal, Surat, Bhagalpur
