Union Cabinet has continuation of current Non Lapsable Central Pool of Resource (NLCPR) scheme for North Eastern India till March 2020. Ministry for DoNER sanctioned 9 projects for Arunachal Pradesh costing Rs. 108.44 cr. from 2014 - 15 to 2016 - 17.

What is NCPLR?

  • NLCPR is Central Govt. scheme aimed at speedy development of India’s North Eastern Region by providing budgetary resource for executing social & physical infrastructure projects.

  • NLCPR is administered w/financial outlay of Rs. 5300 cr.

  • Ministry for Development of North-eastern Region (DoNER) allocates funds from NLCPR to various NE states.

Ministry of Development of North East Region (DoNER)

  • Ministry of Development of North East Region was formed on September 2001.

  • Ministry is mainly concerned with creation of infrastructure for economic development of NE region.

North East Special Infrastructure Development Scheme (NESIDS):

  • Union Cabinet has approved ‘North East Special Infrastructure Development Scheme’ (NESIDS) on 15th December 2017 from 2017 - 18.

  • NESIDS will be Central Sector Scheme w/100 % funding from Central Govt. it will be initiated to plug gaps in infrastructure development in specified sectors till March, 2020.

NESIDS Will Cover Creation of Infrastructure under Following Sectors:

  • Physical infrastructure relating to water supply, power, connectivity & especially projects promoting tourism.

  • Infrastructure of social sectors of education & health.

Benefits of NESIDS

  • Assets are created under new scheme will not only strengthen health care & education facilities in region but will also encourage tourism thereby employment opportunities for local youth.

  • Scheme will act as catalyst in overall development of region in years to come.
