Minister of Parliamentary Affairs & Water Resources, River Development & Ganga Rejuvenation, gave details on status of implementation of National e-Vidhan Application (NeVA) Project.

National Evidhan Application


  • It is Mission Mode Project (MMP) comes under Digital India Programme.
  • Ministry of Parliamentary Affairs (MoPA) is ‘Nodal Ministry’ for its implementation in all 31 States/UTs w/Legislatures.
  • Funding for e-Vidhan is provided by MoPA & technical support by Ministry of Electronics & Information Technology (MietY) .
  • Funding of NeVA is thru Central Sponsored Scheme i.e.. 60: 40; & 90: 10 for North East & hilly States & 100 % for UTs.

Aim of NeVA

It aims to bring all legislatures of country together, in one platform thereby creating massive data depository w/o having complexity of multiple applications.

Highlights of NeVA

  • e-Assembly is concept involving of electronic means to facilitate work of Assembly.
  • NeVA is member-centric, decentralised digital application that makes information available on digital platform about day to day functioning of legislative houses.
  • It hosts secure page for each Member of House for submitting Questions & other Notices.
  • It enables automation of entire law making process, tracking of decisions & documents, sharing of information.
  • Thru cloud technology (Meghraj) , data deployed can be accessed anywhere at any time.
  • Live webcasting of Lok Sabha TV & Rajya Sabha TV is available on this application.
  • NeVA serves as ‘One Nation, One Application’ by bringing uniformity of database for easy & effective engagement of citizens w/Govt.
  • This will lead to efficient delivery of services & ensure reliability, efficiency, transparency & accountability of all stakeholders.
  • It will bring legislatures closer to citizens, thereby taking decisive step in achievement of substantive democracy.
  • Doordarshan is enabled w/provision to incorporate similar facility in respect of State Legislatures.
  • Himachal Pradesh is 1st Digital Legislature of country.

Central Project Monitoring Unit (CPMU) & Detailed Project Report (DPR)

  • CPMU under MoPA, is responsible for reviewing financial & technical progress of project. State will prepare detailed project report (DPR) & gap analysis report.
  • State level project monitoring committee will carry out technical scrutiny & financial scrutiny of DPR & after final approval of same will be send to MoPA for approval.
  • After technical & financial scrutiny, funds will be released for project implementation.

State Government՚s Role in Implementation of E-Vidhan

  • State Govt. will appoint Secretary level officer to be designated as nodal officer/representative for e-Vidhan implementation in State Legislature (s) .
  • State Govt. will bear funds required for running of e-Vidhan MMP after 3 years.
  • State Govt. will ensure capacity building for effective implementation of e-Vidhan MMP module.
  • State Govt. /Legislature will undertake maintenance & replacement of ICT equipment after 3 years.
  • Release of next instalment would not be made in case utilization certificate & confirmation of release of funds by state govt. of their share is not received by CPMU.
