Amendment to National Medical Commission Bill is being referred to Department Related Parliamentary Standing Committee (DRPSC). NMC Bill seeks to replace Medical Council of India w/National Medical Commission as top regulator of medical education in India.

  • Aim of NMC Bill is to move towards outcome-based regulation of medical education instead of process oriented.

  • Bill will ensure proper separation of functions within regulator by having autonomous boards, create accountable & transparent procedures for maintaining standards in Medical Education.

  • Final MBBS Examination & NEXT:

    Exams will be held as a common exam across the country. It will serve as exit test called the National Exit Test (NEXT). It will ease burden on medical students to appear in separate exams after MBBS to get license for practice. NEXT will also serve as screening test for doctors w/foreign medical qualifications to practice in India.

  • Provision of Bridge course for AYUSH:

    It removes provision dealing w/bridge course for AYUSH practitioners to practice modern medicine to limited extent. State Govt. are empowered to take necessary measures for addressing & promoting primary health care in rural areas.

  • Fee regulation:

    Max. limit of 40 % seats for which fee will regulated in pvt. medical institutions & deemed universities are increased to 50 % seats.

  • Number of nominees from States and UTs in NMC:

    • Nominees of States & UTs in NMC are increased from 3 to 6.

    • TNMC will comprise of 25 members of which at least 21 will be doctors.

  • Monetary penalty for a medical colleges:

    • It adds provision providing diff. options for warning, reasonable monetary penalty, reducing intake, stoppage of admission leading up to withdrawal of recognition on medical college non-compliant with norms.

    • Wide range of monetary penalty, ranging from one half to ten times annual fee recovered from batch was imposed in graded manner.

  • Stringent punishment for quacks:

    It provides severe punishment for any unauthorized practice of medicine or by quacks w/imprisonment of up to 1 year along w/fine extending up tp Rs. 5 lakhs.

Medical Council of India (MCI)

  • Medical Council of India was established in 1934 under Indian Medical Council Act, 1933.

  • Its main function is to establish uniform standards of higher qualifications in medicine & recognition of medical qualifications in India & abroad.

Objectives of Council Are:

  • Maintenance of uniform standards of medical education, both undergraduate and postgraduate.

  • Recommendation for recognition/de-recognition of medical qualifications of medical institutions of India or foreign countries.

  • Permanent registration/provisional registration of doctors with recognized medical qualifications.

  • Reciprocity with foreign countries in the matter of mutual recognition of medical qualifications.
