  • As part of NABH (NextGen Airports for BHarat) Nirman, MoCA (Ministry of Civil Aviation) called meeting of all stakeholders to review progress of setting up of Noida International Greenfield Airport at Jewar.

  • NABH Nirman has 3 key aspects.

Fair & Equitable Land Acquisition

  • Ministry had granted site clearance on 6th July 2017.

  • UP govt. appointed Yamuna Expressway Industrial Development Authority (YEIDA) as implementing agency on its behalf in October 2017.

  • To expedite implementation of Airport project, PMIC was constituted on 27th March.

  • Land measuring 5, 000 ha is identified by YEIDA for project, out of which 240 ha. belongs to state govt & rest is w/private owners.

  • 1st phase of acquisition of land measuring 1, 327 ha. for construction of terminal buildings & runways is expected to be initiated in June, 2018 by YEIDA for necessary arrangements are made.

Long-term Plan for Airport & Regional Development

  • Development of airport leads to construction of commercial & residential real estate closer to airport.

  • It can transform economic geography of region.

  • Planning for airport will take into account holistic planning of urban area around airport.

  • New facility will be 2nd international airport to serve catchment areas of National Capital Region (NCR).

  • New aviation facility at Jewar-Noida International Airport-is expected to ease infrastructure pressure on Indira Gandhi International Airport (IGIA).

Balanced Economics for All Stakeholders (PPP Model)

  • Airport is to be developed on Public Private Partnership model (PPP).

  • Detailed discussion was held on financial viability of airport & various models of awarding PPP concession were deliberated upon.

  • State govt. & YEIDA assured that funds for land acquisition are available & process is expected to proceed smoothly.

Conclusion

  • In meeting, timelines are fixed for various activities & responsibilities assigned.
  • UP state govt. is planning to lay foundation stone of phase 1 of project by October 2018.

What is Green Field Project?

  • Green Field Project means Work, which is not following prior work.
  • Projects on unused lands where there is no need to rebuild & demolish existing structure are called Green Field Projects.
  • New factories, power plants, airports built from scratch are examples Green Field Project.

National Capital Region (NCR)

  • NCR was created in 1985 to plan development of region & to evolve harmonized policies for control of land-uses & development of infrastructure in region.
  • Prominent cities of NCR include Delhi, Ghaziabad, Faridabad, Gurgaon, Noida, & Meerut.

Ministry of Civil Aviation

Ministry of Civil Aviation is responsible for

  • Formulation of national policies & programmes for development

  • Regulation of Civil Aviation

  • Devising & implementing schemes for orderly growth

  • Expansion of civil air transport.

Function of MoCA

  • To overseeing airport facilities

  • Air traffic services

  • Carriage of passengers and goods by air

  • Its headquarter is in New Delhi.
