One Nation One Poll

The one Nation One Poll has been backed by The President and The Prime Minister of India in Lok Sabha including the state assemblies. Normal public life and essential services are disrupted due to frequent elections including the road traffic during political rallies leading to noise pollution. The idea of one nation one poll has been proposed for many years starting with Law Commission suggestion in 1999.

Simultaneous elections & merit

  • This election refers to holding elections to Lok Sabha, State Legislative Assemblies, Panchayats and Urban local bodies simultaneously, once in five year.
  • More focus will be established by the ruling parties on legislation and governance rather than having to be in campaign mode forever.
  • The conduction of elections twice in a period of five years as of now makes the authorities busy involving a huge cost at the same time. By conducting simultaneous elections this huge expenditure can be reduced.
  • Simultaneous elections will ensure more efficiency thereby resulting in continued policies and programmes in a more effective way.
  • Populist measures by governments will reduce.
  • Simultaneous elections will also help in curbing corruption thereby building a more conducive socio-economic ecosystem.
  • With Simultaneous elections the amount of black money will also be reduced that is used at present to influence the voters.

Issues with Frequent Elections

  • The current election practice demands huge expenditure.
  • The delivery of essential services becomes challenging and therefore gets affected.
  • Manpower deployment during election time.
  • The policymaking and governance is also affected and is trapped in short-term thinking.
  • It puts pressure on political parties, especially smaller ones, as elections are becoming increasingly expensive.
  • This brings normal work of the government to a standstill.

  • Due to The Model Code of Conduct (MCC) coming into play with the announcement of poll dates, announcement of any new schemes, making new appointments, transfers and postings without the approval of election commission also gets affected.

Changes to be Made in the Constitution & Legislations

  • An amendment in the Article 83 which deals with the duration of Houses of Parliament.
  • Article 85 which deals with dissolution of Lok Sabha by the president.
  • Article 172 relating to the duration of state legislatures.
  • Article 174 relating to dissolution of state assemblies.
  • Article 356 which deals with The President՚s Rule.
  • Amendment in The Representation of People Act, 1951 Act to build in provisions for stability of tenure for both parliament and assemblies along with the inclusion of following elements:
  • To facilitate procedures required for simultaneous elections thereby restructuring the powers and functions of the ECI.
  • Addition of Simultaneous Elections definition to section 2 of the 1951 act.
