PM launched flagship scheme ‘Pradhan Mantri Jan Arogya Yojana’ (PMJAY), known as Ayushman Bharat or National Health Protection Mission (AB-NHPM) at Ranchi, Jharkhand. World’s largest health scheme will serve population that equals 27 - 28 European countries.

  • Beneficiaries are almost equal to population of Canada, Mexico & US put together.

  • PM launched toll free number 14555 for people to get more information about Ayushman Bharat scheme.

  • Scheme will become operational from 25th Sept. , 2018, birth anniversary of Deendayal Upadhyay.

Working of Pradhan Mantri Jan Arogya Yojana (Ayushman Bharat or AB-NHPM)

  • PMJAY, govt. -sponsored health insurance scheme, will provide free coverage of up to Rs. 5 lakh per family per year in any govt. or even empanelled pvt. Hospitals all over India.

  • Its aim is to help poor & economically deprived, scheme will be available for 10.74 cr. beneficiary families & abt. 50 cr. Indian citizens.

  • Scheme will strengthen healthcare services in India. Around 13000 hospitals in country are coordinated for implementation of scheme.

  • Ayushman Bharat programme will be funded w/60 % contribution from Centre & remaining from states.

  • Scheme aims to target poor & vulnerable population of country, based on Socio Economic & Caste Census 2011 (SECC) database. There will be no cap on family size & age in scheme.

  • Benefit cover will include pre & post-hospitalization expenses. All pre-existing conditions will be covered from day one of policy.

  • Defined transport allowance per hospitalization will be paid to beneficiary.

  • Scheme allows beneficiary to take cashless benefits from any public or pvt. empanelled hospitals across country.

  • Payment for treatment will be done on package rate which will be defined by Govt. in advance basis. Package rates will include all costs associated w/treatment. States & UTs will have flexibility to modify these rates w/i limited bandwidth.

  • For beneficiaries, it will be cashless & paper less transaction.

  • NITI Aayog will be working as partner for this scheme to operationalize robust, modular & interoperable IT platform which will involve paperless & cashless transaction.

  • National Health Agency (NHA), apex body implementing scheme, has launched website (mera. pmjay. gov. in)

Beneficiaries of PMJAY

PMJAY is entitlement based scheme w/entitlement decided on basis of deprivation criteria in SECC database.

Diff. categories of families in rural areas can be covered under scheme:

  • Beneficiaries are identified based on deprivation categories (D1, D2, D3, D4, D5, & D7). These are:

    • Families having only 1 room w/kucha walls & kucharoof

    • Families having no adult member b/w age 16 to 59

    • Female headed households w/no adult male member b/w age 16 to 59

    • Disabled member & no able bodied adult member in family

    • SC/ST households

    • Landless households deriving major part of their income from manual casual labour

  • Scheme will automatically include families in rural areas having any one of following- households w/o shelter, destitute, living on alms, manual scavenger families, and primitive tribal groups or legally released bonded labour.

  • For urban areas, 11 defined occupational categories are entitled under scheme.

  • Rashtriya Swasthya Bima Yojna (RSBY) beneficiaries in states where it is active are included.

  • There is no cap on family size & age in scheme.

  • All beneficiaries will be given letters having QR codes which will be scanned. Demographic authentication will be conducted for identification to verify his or her eligibility to avail benefits of scheme.

  • In case of hospitalization, members of beneficiary families don’t need to pay anything under scheme provided if one goes to govt. or empanelled pvt. hospital.

Hospital Empanelment

  • Beneficiaries can avail of benefits in public & empanelled pvt. facilities

  • Hospitals belonging to Employee State Insurance Corporation (ESIC) will be empanelled based on bed occupancy ratio parameter.

  • Each empanelled hospital will have ‘Ayushman Mitra help desk’ where prospective beneficiary can check documents to verify eligibility & enrolment to scheme.

  • 15686 applications for hospital empanelment are received & over 8735 hospitals, both public & pvt. , are empanelled for scheme.

  • Telangana, Odisha, Delhi, Kerala, & Punjab have still not signed MoUs.
