Parliament Passes the HIV Bill (Download PDF)

On Tuesday, 2017 the Human Immunodeficiency Virus and Acquired Immune Deficiency Syndrome (Prevention and Control) Bill was passed. This Bill has given the sight of relief to the people who are suffering from the disease. Equal rights are given in medical treatment, admission to educational institutions and jobs. The health minister J. P. Nadda has called this bill historic win in the series of health bills.

What is HIV/AIDS?

  • It is spectrum of conditions caused by the infection with the human immunodeficiency virus
  • In the initial infection, a person may not notice any symptoms or any experience a brief period of influenza-like illness
  • This is will be followed for a prolonged periods with no symptoms
  • It interferes with the immune system and increases the risk of various different diseases.
  • These late symptoms of infection are referred to as AIDS. This stage is often also associated with weight loss.

Facts about the bill: -

  • They are obliged to provide for anti-retroviral therapy and management of opportunistic infections.
  • Any act of discrimination by the state shall be prohibited by the state or any other person against HIV-positive people or those living with such people
  • The protection given to the people suffering from the disease extends to the fields of employment, healthcare services, public facilities, property rights, holding public office and insurance.
  • It will make the conformity necessary before taking the test for HIV or any medical treatment and research.
  • If any discrimination is being done with the person suffering from this disease, it shall be dealt with penal provisions.
  • The additional provision that helps in the making of the act is the role of the ombudsman
  • He will be appointed by the state government to inquire into the complaints related to the violation of the act and he shall submit a report to the state government
