On occasion of National Panchayati Raj Day, PM launched Rashtriya Gram Swaraj Abhiyan Scheme on 24th April, 2018 to strengthen panchayat system & tackle gaps that hinder its success.

National Panchayati Raj Day was a 2-day event.

  • On 23rd April, interactive group discussion-cum-workshop titled “Panchayat Ki Choupal Mein Charcha” was organized at Jabalpur, MP.
  • Main event was held at Ramnagar, Mandla district, MP.
  • Gram Panchayat Development Plan (GPDP) was launched on 24th April.
  • “Gram Panchayat Development Plan (GPDP) Award” was introduced this year.

PM acknowledged Sarpanches of villages, which have achieved 100 % smokeless kitchens, 100 % vaccination under Mission Indradhanush, & 100 % electrification under Saubhagya Scheme.

Rashtriya Gram Swaraj Abhiyan (RGSA)

  • This restructured centrally sponsored scheme of Rashtriya Gram Swaraj Abhiyan (RGSA) was approved by Cabinet Committee on Economic Affairs (CCEA) on 21st April, 2018.
  • Scheme aims at making rural local bodies self-sustainable, financially stable & more efficient.

Key Highlights of Rashtriya Gram Swaraj Abhiyan

Rashtriya Gram Swaraj Abhiyan scheme

  • Restructured Rashtriya Gram Swaraj Abhiyan scheme will have both Central & State Component.
  • Central component includes national level activities such as ‘National Plan of Technical Assistance’ , ‘Mission Mode project on e-Panchayat’ , ‘Incentivisation of Panchayats’ .
  • State component includes ‘Capacity Building of Panchayati Raj Institutions (PRIs) ’ .
  • Central Component will be fully funded by Union Government. For all states, centre & states will together provide funds in ratio of 60: 40, except North East & Hill States where Centre: State funding pattern will be 90: 10.
  • For all UTs, Central share will be 100 % .
  • Scheme will be implemented w/main aim of achieving United Nations՚ Sustainable Development Goals (SDGs) w/main thrust on Panchayats identified under Mission Antyodaya & 115 Aspirational districts as identified by NITI Aayog.
  • State Governments will formulate Annual Action Plans for seeking assistance from Central Government.
  • Scheme will be implemented in demand driven mode.
  • Final deadline for RGSA will be 31st March 2030.

States and UTs Covered

  • Rashtriya Gram Swaraj Abhiyan scheme will be extended to all states, UTs & in all institutions of rural local govt. in non-Part IX areas, where Panchayats do not exist.

Expenditure

  • Scheme will be implemented during period from 1st April, 2018 to 31st March, 2022 at total cost of ₹ 7255.50 cr.

Impact of Scheme

  • Scheme will help more than 2.55 lakh Panchayati Raj Institutions (PRIs) to develop e-governance capabilities for achieving Sustainable Development Goals (SDGs) thru inclusive local governance.
  • Key taglines of SDGs are- leaving no one behind, reaching farthest first & universal coverage & gender equality to be instilled in all capacity building interventions including trainings, training modules & materials.
  • Scheme seeks for programmatic union of Mission Antyodaya՚s identified Gram Panchayats & 115 Aspirational districts identified by NITI Aayog.
  • Scheme will encourage Gram Sabhas to work as effective institutions w/social inclusion of citizens particularly vulnerable groups.
  • It will establish institutional structure for capacity building of PRIs at national, state & district level w/adequate human resources & infrastructure.

Background

  • Union Finance Minister Arun Jailtey announced launch of new restructured scheme of Rashtriya Gram Swaraj Abhiyan (RGSA) in his budget speech 2016 - 17 to strengthen Panchayati Raj system across nation.
  • Committee under Chairmanship of Vice Chairman of NITI Aayog was constituted to restructure Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) Scheme as Rashtriya Gram Swaraj Abhiyan Scheme.
