About SAMBHAV Portal

  • SAMBHAV is a multi-modal platform which has been launched to dispose public grievances swiftly and effectively and provide good governance and make the public service delivery transparent and accountable.
  • SAMBHAV will work as an Information and Communication Technology (ICT) platform for flagging grievances received from the public to the concerning officers who have been provided login IDs.
  • The officers will be required to feed their responses and action taken report (ATRs) on the issues concerned. The portal will also have the facility of videoconferencing and teleconferencing for dialogue with the officials.
  • The portal will take grievances and issues from various sources, including pending cases and grievances under the Chief Minister՚s Jan Sunwai/Integrated Grievances Redressal System (IGRS) .

UP Sambhav Portal would ensure periodic monitoring of priority areas which need immediate resolution like:

  • State Projects – State Government Infrastructure Projects
  • Programmes – Programmes/Flagship Schemes of the State Government
  • Individual Grievances – Grievances received from various State Government portals
  • Policy Matters – Grievances and suggestions related to departmental policies
  • Departmental Issues – Grievances related to functioning within the Department of Energy or Urban Development


  • Jan Sunwai- Samadhan: Samadhan is an integrated system for grievance redressal in Uttar Pradesh to achieve the goal of good governance using latest technology involving all stakeholders.
  • A citizen can freely and conveniently file a grievance, track the grievance lodged on all important platform and receive response to his satisfaction both in terms of quality and time. Along with lodging of complaints, citizen can also interact with Government/Departments/Offices in an easy and transparent manner.
  • Complaints from all sources will be available on a single platform to all departments which will improve access, redressal & monitoring.

Centralized Public Grievances Redress and Monitoring System (CPGRAMS)

  • It is an online web-enabled system developed by National Informatics Centre (Ministry of Electronics & IT [MeitY] ) , in association with Directorate of Public Grievances (DPG) and Department of Administrative Reforms and Public Grievances (DARPG) . The underlying idea was to receive, redress and monitor the grievances of the public.
  • It was launched by the Department of Administrative Reforms & Public Grievances (DARPG) under the Ministry of Personnel, Public Grievances & Pensions.
  • The CPGRAMS provides the facility to lodge a grievance online from any geographical location.
  • It enables the citizen to track online the grievance being followed up with Departments concerned and also enables DARPG to monitor the grievance.
