Department of Rural Development, in partnership with State Governments ranked 50,000 Gram Panchayats based on physical infrastructure, human development, and economic activities. The data facilitates identification of gaps in a quest for poverty free gram panchayats.

Mission Antyodaya
  • Ministry has also published relevant data on household deprivations as per Socio Economic Census, physical infrastructure as per the Census 2011, and updated status of other selected villages in public domain.

Details on Selection Process

  • 50,000 Gram Panchayats were selected in about 5,000 clusters to for priority development of economic activities, physical infrastructure, and human resources.
  • The Panchayats were selected by the State Governments based on social capital.
  • Selected Panchayats have strong women Self Help Groups or strong Panchayat leadership.
  • 300 urban Clusters and over 750 Saansad Adarsh Gram Yojana Panchayats have been covered on priority.
  • The Socio Economic Census provided a baseline for households and ranking of Gram Panchayats was carried out on a scale of 100 providing a baseline on physical infrastructure, human development, and economic activities.
  • Approximately 20 % of the Gram Panchayats of the country have been covered initially. Over 8,600 Gram Panchayats and clusters fall in the 115 backward districts identified for focused action.

Steps under Mission Antyodaya

  • Public institutions like Krishi Vigyan Kendras, MSME Clusters, and other Skill Development Institutions will be involved in developing the fullest potential of these clusters for enhancing employment and expand economic activities.
  • Targeted activities include organic agriculture, horticulture, manufacturing, services, tourism, etc.
  • Through convergence of all Government programmes across Ministries and Departments, an effort is being made to diversify livelihood and to eradicate poverty of households.
  • The progress over the years would be monitored both at the level of Households and Gram Panchayats over the next 1000 days.
  • The Department of Rural Development will support States in transforming these Clusters/Gram Panchayats within a defined period.
