The Ministry of HRD along with the Ministry of Human Resource Development issued orders to 5 public Universities (IIT Madras, Banaras Hindu University, IIT Kharagpur, University of Delhi AND University of Hyderabad) conveying their declaration as Institutions of Eminence (IoE). The Institutions of Eminence Scheme aims at projecting Indian Institutes towards global recognition.

Institutions of Eminence Scheme and Benefits

  • Institutions of Eminence aims towards empowering Higher Educational Institutions (HEIs) in order to help them become world class teaching and research institutions, the same was announced by the former Union Finance Minister in his budget speech of 2016.

  • 10 Public and 10 Private institutions will be identified as the world-class Teaching and Research Institutions.

  • The ordinary Indians to will be able to access high quality education.

  • In the first round 6 institutions were selected as the Institutions of Eminence (IoE):

Indian Institute of Science (IISc), Bangalore

Manipal Academy of Higher Education (MAHE), Manipal

Indian Institute of Technology (IIT), Delhi

Birla Institute of Technology& Sciences (BITS), Pilani

Indian Institute of Technology (IIT), Bombay

Jio Institute under the Greenfield category.

  • The Governmental Institutions will get an additional funding of upto Rs. 1000 crore.

  • The selected institutions will be entitled to enjoy complete financial autonomy along with the complete academic and administrative autonomy.

  • The institutions will be entitled to fix their curriculum and syllabus being not restricted to any UGC mandated curriculum structure.

  • There will be authority to fix and charge fees from foreign students without restriction.

  • The institutions will have the freedom to have their own transparent merit based system for admission of students.

  • There will be authority to recruit faculty from outside India with a limit of 25 % strength for public distribution.

  • The Ratio of Faculty Student should be 1: 20 at the time of Notification and should increase to 1: 10 in five years.

  • The UGC inspection shall not be applicable to the Institutions of Eminence.
