Government Launches Lucky Grahak Yojana & Digi-Dhan Vyapar Yojana to Incentivize Cashless Transaction

  • Scheme focuses on aspirations of poor, neo middle class and middle class.
  • Incentives restricted to cashless transactions within range of ₹ 50 to ₹ 3000.
  • The poorest of poor will be eligible for the rewards by using USSD.
  • People in village & rural areas to win the rewards through AEPS.
  • 30 crore Rupay cards holders stand to win rewards in large numbers.
  • All smart -phone users can use UPI to avail a chance to win rewards.
  • Big boost to move towards cashless, corruption free India.

Government Launches 2 Path -Breaking Schemes to Incentivize Cashless Transactions

Lucky Grahak Yojana

  • 15,000 consumers using Digital Payments shall win a cash-back prize of ₹ 1,000 daily.
  • Consumers using Digital Payments shall also win Weekly Prizes worth ₹ 1 lakh, ₹ 10,000 and ₹ 5000.

Digi-Dhan Vyapar Yojana

  • Merchants & Traders using digital transactions stand to win a prize worth ₹ 50,000, ₹ 5,000 & ₹ 2,500 weekly.
  • 7000 traders stand to win these prizes.

Mega prizes to be announced on 14th April 2017

  • For consumers: 3 mega prizes worth ₹ 1 crore, ₹ 50 lakh & ₹ 25 lakh
  • For Merchants/Traders: 3 Mega prizes worth ₹ 50 lakh & ₹ 12 lakh

Special Incentives to Encourage Digital Payment

Public sector banks advised to not charge more than ₹ 100 per month as rental for POS terminals/Micro ATMs/mobile POS from merchants


  • Nearly 6.5 lakh machines by public sector banks have been issued to merchants
  • Merchants will be benefitted by lower rentals and promote digital transactions
  • With lower rentals, more merchants will install such machines and promote digital transactions.
  • No service tax on digital transaction charges/MDR upto ₹ 2000 per transaction
  • Discount or credit of upto 10 % on the insurance premium sold through the customer portals of public sector insurance companies on digital payment
  • Central Government department & PSUs to bear transactions fee/MDR charges on digital payments. State government being advised to do the same.
  • 10 % discount for toll payment on national highways using RFID card/fast tags in 2016 - 17.
  • Free accidental insurance upto ₹ 10 lakh on buying online ticket in Railways


    • Will benefit Nearly 14 lakh railway passengers everyday
    • It is expected that another 20 % passengers may shift to digital payments
    • Nearly 11 lakh passengers per day expected to be covered under the accidental insurance scheme
  • Discount of 0.5 % for monthly or seasonal tickets on digital payments from 1st Jan 2017 on suburban railway network


    • Will benefit nearly 80 lakh passengers using seasonal or monthly ticket on suburban railways
    • As passengers will shift to digital means the cash requirement may get reduced by ₹ 1,000 crore per year in near future.
  • 2 POS devices will be deployed in each of 1 lakh villages with population of less than 10,000. Govt through NABARD will extend financial support
  • Rural regional bank and cooperative bank to issue “Rupay Kisan cards” to 4.32 crore Kisan credit card holders. Govt will support this through NABARD.


  • This will benefit farmers of one lakh village covering a total population of nearly 75 crore who will have facility to transact cash less in their village for their agri needs.
  • Discount of 0.75 % on digital payments at central govt petroleum PSUs


  • Will benefit nearly 4.5 crore customers at petrol pumps per day.
  • This incentive has the potential of shifting at least 30 % customers to digital payments
  • This will reduce the cash requirement of nearly ₹ 2 lakh crore per year at petrol pumps.
