Major Push for Labour Reforms by Modi Govt.

  • 4 Acts subsumed into code on wages Bill approved by the cabinet.

  • The ease of compliance of labour laws will incentivize setting up of more enterprises thus catalyzing job creation.

  • This will remove the multiplicity of definitions and authorities leading to ease of compliance

  • The code on wages bill is the first in the series of 4 labour codes envisaged by the government to subsume all central labour laws.

  • Change in the designation and role of the ‘inspector from’ mere inspection to that of ‘facilitator’ who would guide & advise the employers and workers.

Cabinet Approves Code on Wages Bill

  • Subsumes 4 acts: the minimum wages act, 1948; the payment of wages act, 1936; the equal remuneration act, 1976; the payment of bonus act, 1965.

  • For the first time, the code on wages bill universalizes the provisions of minimum wages and ensures timely payment of wages to all employees.

  • Change in the designation and role of the ‘inspector’ from mere inspection to that of ‘facilitator’ who would guide & advise the employers and workers.

  • At present, a sizeable number of workers are left out as the applicability of current acts is restricted to scheduled establishments.

The Code on Wages Subsumes 4 Acts into 1

  • The equal remuneration act, 1976

  • The minimum wages act, 1948

  • The payment of bonus act, 1965

  • The payment of wages act, 1936

Salient Features of the Code of Wages Bill

  • The Code on Wages Bill for the first time universalizes the provision of minimum wages

  • Ensures timely payment of wages to all employees irrespective of the sector and wage ceiling

  • Ease of compliance without compromising benefits to workers

  • One code in place of multiple laws – removes the multiplicity of definitions and authorities.

Power for the Poor, Sustainability & Saving for the Nation in a New India
