The Union Housing and Urban Affairs Minister launched the ‘Swachh Survekshan League 2020 on 6thJune 2019. The parameters related to wastewater treatment, reuse and fecal sludge management have been given special attention in the survey.

Union Housing and Urban Affairs Minister proposed quarterly cleanliness assessment of cities and towns in India. The 5th edition of the annual cleanliness survey of urban India to be conducted from January –February 2020 by Union Housing and Urban Affairs Ministry under the aegis of Swachh Bharat Mission Urban (SBM-U).

Objectives, Significance & the Framework

  • To encourage large scale citizen participation being conducted by an independent third party is one of the main objectives.

  • Under SS20 league, cleanliness assessments along with Continuous Survekshan will happen throughout the year and will feed into the larger annual survey to be carried out in January 2020.

  • Wastewater treatment & reuse and fecal sludge management have been given the main focus.

  • To ensure sustainability of initiatives taken towards garbage free and open defecation free cities.

  • Creating awareness amongst all sections of the society about the prominence of working together towards making cities and towns a better place to live in.

  • To foster a spirit of healthy competition among towns and cities to improve their service delivery to citizens towards creating cleaner cities.

  • The SS League 2020 will be conducted in 3 quarters (April-June), (July-September) (Oct-December 2019).

  • A weightage of 2000 marks for each quarter will be there and that is to be evaluated on the basis of two parameters-Monthly updation of SBM-U online MIS by cities and citizen’s validation on the 12 service level progress indicators through outbound calls.

  • The ranking will be assigned to the cities with a population of one lakh and above, cities with a population of less than one lakh.

  • Continuous monitoring element involving cleanliness will prove to be more effective as it was missing in the Annual Survekshan Surveys.
