University Grants Commission (UGC) approved new regulations for online courses by universities on 24th May, 2018. Commission decided that higher educational institutions & universities will be able to offer graduate, postgraduate & diploma programmes online from upcoming academic session.

Significance of UGC (Online Courses) Regulations, 2018

  • Decision to allow institutions to offer courses & programmes online is landmark reform in field of higher education.
  • Decision will help top-rated institutions to offer certificate, diploma & degree programmes in full-fledged online mode.

Key Details UGC (Online Courses) Regulations, 2018

  • Institutions can offer online programmes in those disciplines in which they are already offering same or similar programmes in regular or open & distance learning.

  • Institutions will be able to offer online degrees in all fields, except ones that require practical or laboratory classes including engineering, medicine, dental, pharmacy, nursing, architecture & physiotherapy.

  • Examinations would be conducted in proctored mode & in conformity w/any norms for such examinations stipulated by commission.

  • Online learning shall have min. 4 quadrants, video lectures, e-content, and self-assessment & discussion forum to clarify doubts.

Which Educational Institutions Will Be Eligible to Offer Online Programmes?

  • Under UGC (Online Courses) Regulations, 2018, all higher education institutions that are in existence for at least 5 years & are accredited by National Assessment & Accreditation Council (NAAC) w/valid min. score of 3.26 on 4-point scale are eligible to offer online programmes.

  • Higher educational institutions should be in top-100 in overall category in National Institutional Ranking Framework (NIRF) for at least 2 years in previous 3 years.

  • NAAC & NIRF conditions shall not be applicable to existing govt. Open Universities till NAAC or similar accreditation system or NIRF are made available.

  • Initiative is big step towards attaining targeted Gross Enrolment Ratio GER of 30 % by 2020.

National Assessment & Accreditation Council (NAAC):

NAAC is autonomous body established by UGC to assess & accredit institutions of higher education in the country.

NAAC was established in 1994.

Its headquarters at Bangalore.

Its vision is to make quality defining element of higher education in India thru combination of self & external quality evaluation, promotion & sustenance initiatives.
