Nirbhaya Fund is a non- lapsable corpus fund that was created by the Ministry of Finance in 2013 to enhance safety and security for women. Ministry of women and child development is the nodal ministry to monitor and review the progress of the Nirbhaya fund. This fund is monitored by the empowered committee of the officers under Secretary of Women and Child Development Ministry. Nirbhaya fund is used to set up one-stop centers, women help lines, cyber-crime prevention against women and children, emergency response support system, central victim compensation fund, women volunteers in the police force.

  • One-Stop Centers are set up for all women safety to lodging complaints; provide medical assistance, legal and physiological assistance.
  • One-stop Centers are set up either near a hospital or near Police stations.

  • Union budget allocated 1,000 crores in 2013 - 14, another 1,000 crores in 2014 - 15,550 crores in each 2016 - 17,2017 - 18 and 2018 - 19 budget.

  • A total of 3600 crores were allocated by the finance minister under the Nirbhaya fund.

Utilization Status of Nirbhaya Fund

  • Maharashtra, Manipur, Meghalaya, Sikkim, Tripura and Daman and Diu have spent 0 % of funds allocated by the Union Home Ministry.

  • Department of Justice of the central government also contributed to the Nirbhaya fund but no States have utilized this fund.

  • The government proposed an allocation of 10,000 crores under the Nirbhaya fund.

  • States and Union territories have utilized less than 20 % of the budget allocated to them under the Nirbhaya fund from 2015 to 2018 and about 89 % of sanctioned funds were not utilized.

  • Chhattisgarh, Mizoram, Uttarakhand, Nagaland, and Haryana are the state’s top-ranked states in the utilization of funds.

  • Nirbhaya fund was created after the gang rape and murder of a physiotherapy student in Delhi in December 2012.

  • Maharashtra allocated 0 % of the Nirbhaya fund under the Ministry of Home Affairs Quota.

  • According to the ‘Crimes in India’ report of 2017 by the Crime Records Bureau, Maharashtra recorded 4,306 incidents of assault on women in 2017 which is the fourth-highest in the country, third in terms of number of crimes against children, second highest cases of kidnapping and assaults against women, and sixth-highest number of rape.

  • Telangana used only 8 % of the allocated Nirbhaya fund.
