PM launched Van Dhan Scheme of Ministry of Tribal Affairs and Tribal Cooperative Marketing Development Federation of India (TRIFED) on 14th April, 2018, during celebrations of Ambedkar Jayanti at Bijapur, Chattisgarh.

  • Scheme is for socio economic development of tribals living in forests, for whom, collecting Minor Forest Produce (MFP) is major source of livelihood.
  • Scheme envisages making tribals competent to add value to products they collect from jungle.
  • Value addition will fetch better prices & will thereby increase income of tribals engaged in activity.

Van Dhan, Jan Dhan, & Gobar-Dhan

  • Van Dhan scheme along w/others like Jan Dhan & Gobar-Dhan schemes had potential to change tribal-rural economic system. All 3 schemes need to be promoted by state govt.

Salient Features of Scheme:

  • Under Scheme, 10 Self Help Groups of 30 Tribal gatherers would be constituted.

  • Groups will be trained & provided w/working capital to add value to products that they collect from jungle.

  • Groups would be able to market their products, by working under leadership of collector, within states & outside states.

  • TRIFED would be providing all required training & technical support.

  • SHGs will be appropriately trained on sustainable harvesting/collection, primary processing & value addition & be formed into clusters so as to aggregate their stock in tradable quantity & link them w/facility of primary processing in Van Dhan Vikas Kendra.

  • Stock after primary processing shall be supplied by SHGs to State Implementing Agencies or direct tie up for supply to corporate secondary processor.

  • Big corporates shall be involved under PPP model for creation of secondary level value addition facility at district level & tertiary level value addition facility at state level.

  • PPP model will be based on utilising Private entrepreneur skills in undertaking processing as well as marketing of produce.

  • Central & state govt. would provide support by creating infrastructure & providing enabling environment for undertaking value addition of systematic scientific lines.

Van Dhan Vikas Kendra

  • Centre would be established under scheme for providing skill up gradation & capacity building training & setting up of primary processing & value addition facility.

  • 1st model of centre will be set up in Bijapur. It will be used for training of 300 training beneficiaries.

  • Funds allocated for project include Rs. 43.38 lakhs. It will be used for training, providing equipment & tools for primary level processing & infrastructure & building for housing Kendra.

  • Centre will initially start w/processing facility for Tamarind brick making, Mahua flower storage facility & chironjee cleaning & packaging.

  • It is proposed to develop 30, 000 such centres across country.

TRIFED - Tribal Cooperative Marketing Development Federation

  • TRIFED was established in August 1987 by Ministry of Welfare, GoI, under Multi State Cooperative Societies Act 1984.

  • Objective was institutionalizing trade of Minor Forest Produce & Surplus Agriculture Produce collected/cultivated by tribals as tribals are heavily dependent on these natural products for their livelihood.
