Vinay Sheel Oberoi Committee Constituted to Expedite Defence Capital Acquisition (Important)

The Union Ministry of Defence (MoD) constituted 13-member Raksha Mantri Advisory Committee on Ministry of Defence Capital Projects (RMCOMP) headed by former secretary Vinay Sheel Oberoi. The committee will monitor and expedite capital acquisition projects for modernization of armed forces and bolster armed forces preparedness. The process is defined in the figure above.

Functions of RMCOMP

  • The panel will review various categories of projects including “Buy” (Indian) and “Buy and Make” (Indian) .
  • Undertake an independent review and check status of ongoing critical projects worth more than ₹ 500 crore.
  • Suggest measures to improve the capital acquisition process- identify specific issues and bottlenecks responsible for delays.
  • Suggest modern management concepts to reduce delays
  • Suggest issues related to project monitoring and appraisal that may be referred by MoD.
  • Committee to have tenure until end of August 2018 and will present initial status report on identified projects to Defence Minister by 31 march 2018.
