The following welfare schemes for textile workers are being implemented by the Ministry of Textiles. Government compiling the fourth national census of handloom weavers and allied workers to tailor policies. Whole exercise to be completed by December this year.

Welfare Schemes for Textile Workers

  • Photo identity cards to be issued to the handloom workers for availing benefits under the welfare schemes run by the government.
  • Direct Benefit to Artisans: implemented for artisans in the Handicrafts sector with following sub-components:

    • Rajiv Gandhi Shilpi Swasthaya Bima Yojana for Health Insurance under merger with Rashtriya Shilpi Swasthya Bima Yojana
    • Aam Admi Bima Yojana, providing life insurance and accident Insurance
    • Support to artisans in difficult circumstances with award of Rs. 3500 for Shilp Gurus and recipients of National award and National merit certificates below 60 years of age, earning less than Rs. 50,000
    • Credit Guarantee Scheme under Office of DC (Handicrafts) through Credit Gaurantee Fund Trust for Micro and small enterprises
    • Mudra loan for Handicraft Artisans in line with Pradhan Mantri Mudra Yojana
    • Interest subvention of 6 % provided to handicraft workers, with limit of one lakh rupees for three years
  • Handloom Weavers Comprehensive Welfare Scheme implemented for the Handloom Weavers comprising health, life, and accident insurance components available to the artisans in the handicraft sector.
  • Group Insurance Scheme for Powerloom Workers: Provides insurance cover in the case of natural death, accidental death as well as permanent and partial disability due to accident
  • Pradhan Mantri Rozgar Protsahan Yojana: Government provides 3.67 % share of employer’s contribution towards provident fund in addition to the 8.33 % provided under Pradhan Mantri Rozgar Protsahan Yojana for all new employees enrolling in EPFO.
  • National Handloom Development Programme, Yarn Supply Scheme, and Comprehensive Handloom Cluster Development programme provide interest subvention, margin money, credit guarantee, and yarn at subsidized rates to the handloom weavers.
