The Union government, as part of the national organ transplant programme plans to set up six biomaterial centers or tissue banks to cater to a growing demand for tissues in various medical procedures.

  • National Biomaterial Centre at Safdarjung Hospital in Delhi is first such government facility set up with at an estimate of Rs. 20 crore.

  • It has four separate chambers each for cornea, skin, bones and heart valves- four main transplanted tissues.

National Organ Transplant Programme

Centre is investing Rs. 5 crore

Five other centers are at

  • KEM Hospital in Mumbai

  • Government Multi Super Specialty Hospital in Chennai

  • Guwahati Medical College

  • PGI Chandigarh

  • IPGMER in Kolkata.

Activities of Biomaterial Centre

  • Coordination for tissue procurement and distribution

  • Donor tissue screening

  • Removal of tissues and storage

  • Preservations of tissue

  • Laboratory screening of tissues

  • Tissue tracking

  • Sterilization

  • Records maintenance

  • Data protection and confidentiality

  • Quality management in tissues

  • Patient information on tissues

  • Development of guidelines

  • Protocols and standard operating procedures

  • Trainings and assisting as per requirement in registration of other tissue banks.

Needs for Biomaterial Centre

  • National level Tissue Bank fulfills demands of tissue transplantation including activities for procurement, storage and fulfill distribution of biomaterials.

  • Take care of the tissue allografts including bone and bone products

  • Centre also plans to add other tissues gradually.

  • Cater to huge demand for tissues- annual demand is of one-lakh corneas of which only one-fourth is being fulfilled

  • Bones, once sterilized and processed, have a major use in revision joint replacements and in treating bone tumor cases. Bone grafts provide a long-lasting solution to joint replacment.

  • In India, mainly the living donors are donating organs and only about 23 % of the organ transplant is being done with organs obtained from the cadavers- Deceased or cadaver organ donor can save up to 9 lives by donating vital organs.

  • Promoting organ donation must go hand in hand with improved infrastructure and capacity of government hospitals to undertake transplantation

National Organ and Tissue Transplant Organization (NOTTO) is set up under Directorate General of Health Services, Ministry of Health and Family Welfare, Government of India has following two divisions:

  • National Human Organ and Tissue Removal and Storage Network

  • National Biomaterial Centre

National Biomaterial Centre (National Tissue Bank)

  • The Transplantation of Human Organs (Amendment) Act 2011 included tissue donation and registration of tissue banks to fulfill the demands of tissue transplantation including activities for procurement, storage and fulfil distribution of biomaterials.

National Human Organ and Tissue Removal and Storage Network

Mandated as by Transplantation of Human Organs (Amendment) Act 2011 for procurement allocation and distribution of organs and tissues. Functions as apex centre for all India activities for coordination and networking for procurement and distribution of organs and tissues and registry of organs and tissues donation and transplantation:

  • Lays down policy guidelines and protocols for various functions.

  • Networks with similar regional and state level organizations.

  • Compiles registry data from States and Regions

  • Creates awareness, promotion of organ donation and transplantation activities.

  • Co-ordinates on procurement of organs and tissues

  • Disseminates information to all concerned organizations, hospitals, and individuals.

  • Monitors transplantation activities.

  • Assists in data management for organ transplant surveillance & organ transplant.

  • Consults on the legal and non-legal aspects of donation and transplantation.

  • Coordinates and organizes trainings for various cadre of workers.
