PMAY- Housing for All 2022 - PMAY-Urban (PMAY-U) subsumes all the previous urban housing schemes & aims at ‘Housing for All’ to be achieved by year 2022. Housing shortage of 20 million is envisaged to be addressed through PMAY-U.

Resurgent India: Yojana July 2018 (In English)

Dr. Manishika Jain explains Yojana July 2018: Resurgent India

  • Mission has four components:

  • In-situ slum redevelopment (ISSR) : this uses land as a resource.

  • Affordable housing in partnership (AHP) : Provide financial assistance to private developers to boost private participation

  • Credit-linked subsidy scheme (CLSS) : This scheme facilitates easy institutional credit to EWS, LIG & MIG households for purchase of homes w/interest subsidy

  • Beneficiary-Led construction or enhancement (BLC) : this scheme involves central assistance of INR 1.5 lakh per family for new construction or extension of existing houses for EWS/LIG.

  • Slum rehabilitation of slum Dwellers with participation of private developers using land as a resource

  • Promotion of affordable housing for weaker sections through credit linked subsidy

  • Affordable housing in partnership w/public & private sectors &

  • Subsidy for beneficiary-led individual house construction or enhancement

Key highlights of Budget 2017 to boost Housing Sector:

  • 1 crore rural houses will be created by 2019

  • National Housing Bank to refinance Rs. 20,000 crore loans

  • PMAY to get Rs. 23,000 crore

  • Instead of Built up area of 30 & 60 sq meters, carpet area of 30 & 60 sq meters will be applicable for affordable housing

  • Housing period for capital gains tax for immovable property reduced from 3 years to 2 years

  • Tax break of 1 year post receipt of completion certificate, for unsold stock

  • Indra Awaas Yojana will be extended to 600 districts

Invigorating India’s villages w/Shyama Prasad Mukherji Rurban Mission

  • To create 300 such Rurban growth clusters over next 3 years, which will be ODF, green & also create agro based & thematic clusters based on skilled manpower & access to economic opportunities

Land-polling Mechanism

  • Budget announced that new state capital of Andhra Pradesh is being constructed by an innovative land-pooling mechanism without use of land Acquisition Act.

  • It is a significant step in light of Land Acquisition Bill.

Farmers’ Welfare: Priority with Commitment

Marketing Mantras

  • In current Union Budget (2018 - 19), Government took bold & much desired step by declaring to keep MSP of all 23 major rabi & Kharif crops at least at one & half times of their production cost.

  • ‘Bhavantar Bhugtan Yojana’ (Price-deficit financing scheme) launched by MP Government hedges price risk for eight agricultural commodities in case of market fluctuations.

  • More than 85 % of our farmers belong to small & marginal category who have less marketable surplus & have to bear high transaction cost.

  • Government took right step in this direction by taking up development & upgradation of 22,000 rural haats into Gramin Agricultural Markets (GrAMs)

Value Addition Facilities

  • Pradhan Mantri Kisan SAMPADA Yojana is another flagship program which aims at welfare & prosperity of farmers by providing processing & value addition facilities along which marketing support. This scheme is expected to benefit 20 lakh farmers & generate over 5 lakh direct/indirect employment by year 2019 - 20 & will also leverage investment of nearly Rs. 31,400 crore.

  • Umbrella, scheme is establishing & operationalizing Mega Food parks; expanding integrated Cold Chain & value addition infrastructure; expanding food processing & preservation capacities; developing infrastructure for agro- processing clusters; & also creating backward & forward linkages to benefit farmers.

  • Government has recently launched ’ Operation Greens on the lines of ’ Operation Flood’👌

  • With an allocation of Rs. 500 crore under this scheme, agri-logistics, processing facilities & professional management for marketing of these crops will be promoted to safeguard interest of farmers & consumers as well.

Record Allocation for Record Outcomes

  • National Bamboo Mission: Rs. 1,290 crore to help setting up to small industries & create new employment opportunities in bamboo sector
  • Affordable credit for farmers
  • Under interest Subvention Scheme, short term crop loans upto Rs. 3 lakh are extended to farmers at interest rate of 7 % per annum for a period up to one year

Financing framers

  • Model Agricultural Land Leasing Act, 2016 came into being offering bunch of benefits to lessee cultivators now, leasing of agricultural land allied activities is a legal mutual agreement b/w land owners & lessee cultivators.
  • Krishi Vigyan Kendras (KVKs)
  • KVKs have also established 151 climate- smart villages which now act as models for other villages & farmers.

Add-ones to Income

  • Recently, a re-structured NBM was launched w/an outlay of Rs. 1,290 crore to promote bamboo sector in a holistic manner. Mushroom is another ‘crop’ w/immerse business potential due to its high demand & remunerative price in domestic & overseas markets.

Organic Agriculture – A Game Changer

Organic practices are reducing cost of cultivation up to 20 % which results in enhancement of net profit by 20 – 25%

Ministry of Road Transport & Highways Identifies 300 ongoing National Highways Projects to be completed by March 2019

More roads & highways, greater transformation

  • India’s longest road tunnel- Chenani- Nashri tunnel in Jammu opens for public 👌

  • India’s longest bridge – 9.15 km long Dhola- Sadiya Bridge over River Brahmaputra in Assam dedicated to public on 26th May 2017. Bridge has ensured 24 × 7 connectivity b/w upper Assam & Eastern part of AP 👌

Char Dham Mahamarg Vikas Pariyojna

  • Launched in 2016 to improve connectivity to Char Dham pilgrimage centers in Himalayas & make journey to these centers safer, faster & more convenient

  • Developing around 900 km of national highways at approximate cost of Rs. 12,000 crore

Setu Bharatam Project for roads

  • Launched w/aim to ensure road safety by making all National Highways free of railway level crossings, by 2019, by building railway over bridges/under passes

  • Railway over/under bridges to be constructed w/outlay of Rs. 20,800 crore

Indian Railways gets New Apps

  • A New App “Rail Madad”- An App to expedite & streamline passenger grievance Redressal was launched recently.

  • RPGRAMS (Railway Passenger Grievance Redressal & Management System), has been developed by Northern Railway (Delhi Division) 👌

  • Rail MADAD (Mobile Application for Desired Assistance During travel) 👌

Railways - Because we care – safety first

  • Best ever safety record in 2017 - 18 less than 100 accidents recorded in a year. 62 % reduction in consequential train accidents from 118 in 2013 - 14 to 73 in 2017 - 18

  • 5,469 unmanned level crossings eliminated in last four years. Average pace of elimination 20 % more than that of 2009 - 14

  • All unmanned level crossings on broad gauge routed targeted for elimination by 2020

Giving Wings to Small Town India

  • Some ghost airports were constructed during two world wars & fell into disuse later, some have basic infrastructure but need incremental investment to become operational

  • It is interesting to note that in India, which is fastest growing aviation market in the world now, majority of air traffic still concentrated at airports in its biggest cities. Six airports – Delhi, Mumbai, Bangalore, Chennai, Kolkata & Hyderabad

    handle two-thirds of the country’s air traffic in terms of passengers & almost 60 % of total aircraft movements.

  • Motto was: Anyone wearing humble ‘Hawai Chappal’ should be able to fly a ‘Hawai jahaj’ at affordable fares.

  • ‘UDAN’ is acronym for ‘Ude Desh kaa Aam Naagrik’ & launched w/Prime Minister flagging off first flight from Shimla to Delhi by Alliance Air on April 27 last year. 👌

Route Economics

  • Under new UDAN scheme, state government & centre committed to providing subsidy as per pre-decided formula as viability Gap Funding (VCF).

  • Under VGF formula worked out for UDAN flights, there is subsidy for 50 % of seats on each flight, exclusive route monopoly for airline for three years & a host of other concessions at landing airports (cheaper fuel, no airport charges etc. ) In turn, airline operator bound to cap fares for UDAN seats at Rs. 2500 per seat hour or about 500 km of flying.

The Fugitive Economic Offenders Bill, 2018

Targeting Economic Offenders

  • The Fugitive Economic Offenders Bill 2018 was introduced in the Lok sabha on 12th March 2018. Preamble of Bill clearly says “To provide for measures to deter fugitive economic offenders from evading process of law in India by staying outside jurisdiction of Indian courts, to preserve sanctity of rule of law in India & for matters connected therewith or incidental thereto.

The Bill

  • This bill brings under purview those cases where total value of economic offences is Rs. 100 crores or more. It is expected to re-establish rule of law w/respect to absconding fugitive economic offenders who will be forced to return India & face trial for attachment of properties of fugitive economic offender. This will go a long way to help banks & other financial institutions to achieve recovery from absconding defaulters.

  • Bill proposes to give relief to alleged offender if in case he returns to India prior to declaring him as fugitive economic offender & if he submits to appropriate jurisdictional court proceedings under Act then proceedings under this Act would cease.

Definition of Fugitive Economic Offender

Fugitive Economic Offender means:

“Any individual against whom a warrant of arrest in relation to a Scheduled offence has been issued by any court in India who

  • Has left India so as to avoid criminal prosecution; or

  • Being abroad, refuses to return to India to face criminal prosecution”

Implementation

  • Director means Director appointed under Prevention of Money Laundering Act 2002 u/s 49 (1).

  • Deputy Director means Deputy Director appointed under prevention of Money laundering Act 2002 u/s 49 (1).

  • Director or Deputy Director so appointed has to file an application before a special court designated under the PMLA 2002 to declare a person as a fugitive economic offender. The

Application made should contain:

  • Reasons to believe that individual is a fugitive economic offender

  • Any information of his whereabouts

  • List of properties believed to be proceeds of a crime for which confiscation is sought

  • List of benami properties or foreign properties for which confiscation is sought &

  • A list of persons having interest in these properties (i. e. all such persons claiming or entitled to claim any interest in the property)

On receipt of this application w/all the details, special court will issue a notice (u/s 10 of bill) to individual requiring him to appear at a specified place & time not less than six weeks from date of issue of notice & state that failure to appear on specified place & time shall result in Declaration of individual as a fugitive economic offender & confiscation of property under this act.

If individual appears before special court at specified place & time, then court will terminate its proceedings under provisions of this bill.

Declaration as Fugitive Economics Offender

  • After hearing application Special Court may declare individual as a fugitive economic offender

  • It may confiscate his properties which proceeds of crime/benami properties in India or abroad. Upon confiscation, all rights & titles of property will vest in central government free from all encumbrances.

Administrator

  • Under section 15 of Act Central Government may appoint of its officers (not below rank of joint secretary to the Government of India) to perform functions of Administrator.

  • Appeal must be preferred within a period of 30 days from date of judgement. High Court may entertain appeal after expiry of sais 30 days if they satisfied that appellant had sufficient cause for not preferring appeal within due date. No appeal shall entertained by High Court after expiry of 90 days from date of judgement.

  • Demonetisation led to India’s highest ever unearthing of suspicious transactions & deposits. About 3 lakh notices issued to non-filers having large cash deposit.

  • Double Taxation Avoidance Agreement w/Mauritius, Cyprus, Singapore. Agreement on real time information sharing w/Switzerland

  • Black money (Undisclosed foreign Income & Assets) & Imposition of tax Act 2015 enacted

  • PMLA amended to allow confiscation of property equivalent to value of black money stashed abroad

  • Benami Property Act blocking a major avenue for generation & holding of black money in various forms

  • Fugitive Economic offenders Bill introduced to empower law enforcement agencies to confiscate assets of economic absconders. This would also help banks & other financial institutions to achieve higher recovery from fugitive economic offenders
