NITI Aayog has unveiled its comprehensive national ″Strategy for New India, ″. It clearly defines objectives for 2022 - 23. It was released by Union Finance Minister along with NITI Aayog.

  • ″Strategy for New India″ is detailed account that focuses on 41 crucial areas.
  • These 41 chapters are classified into 4 - Drivers, Infrastructure, Inclusion & Governance. Civil Services Reforms under Governance draws special attention with key suggestions.
  • Upper age limit for Civil Services should be brought down to 27 years for general category in phased manner by 2022 - 23.
  • Service conditions for employees of autonomous bodies need to be regulated & harmonized. It even suggested promoting officer-oriented culture among cadre.
  • Civil Services is dream to thousands of aspirants & over 4 Lakh candidates register for year-long selection process.
  • Upper age limit for general candidates is 32 years. Age relaxation is provided to candidates belonging to OBC, SC & ST categories.
  • 2nd Administrative Reforms Commission (ARC) in 2005 & 2009 had recommended that upper age limit for general category candidates should be 25 & 28 years for OBC.
  • NITI Aayog’s Strategy for New India even mentioned number of exams for civil services should ideally be brought down to one with all India ranking.
  • States may be encouraged to use this pool for recruitments.
  • Reduce number of civil services: Existing 60 plus separate civil services at central & state level needs to be reduced through rationalization & harmonization of services. Recruits should be placed in central talent pool, which would then allocate candidates by matching their competencies & job description of post.
