Government works at 3 levels: Local, State & National Consider State Level

Who is Answerable?

  • Water shortage
  • Communicable diseases
  • Spread of Diseases
  • Dirty Streets

Members of the Legislative Assembly (MLAs)

  • Elected by People
  • Become members of legislative assembly
  • Form government
  • Represent People
  • Elected by people and so its people who have real say
  • Authorize and supervise work
  • Have executive responsibility
  • State is divided into constituencies (E. g. , Himachal Pradesh has 68 constituencies)
  • Each constituency (area from which all the voters living there choose their representatives) has 1 representative
  • Come from different political parties
  • Majority: Political party whose MLA wins more than half of the constituencies
  • Opposition: All other parties than ruling party & blame the government

Chief Minister

  • MLA from ruling party will elect their leader
  • He selects other ministers
  • Responsible to run government departments
  • Different ministries have separate offices

Governor

  • Head of the State
  • Appointed by the Central Government to ensure that State Government works within the rules and regulations of the Constitution
  • He appoints Chief Minister and other ministers

Legislative Assembly

  • Place where MLA from ruling and opposition party meet - Legislature
  • Some MLA have dual roles: As MLA & as Minister
  • Express opinions and issues
  • Ask questions and give suggestions
  • Decisions must be approved by MLAs
  • Debates like – deaths due to diahorrea, lack of beds in hospitals, ORS distribution, water shortage, infrastructure, sanitation, drive to clean garbage

Working of Government

  • People express views
  • Press conferences (journalists invited to hear and ask questions) – Ministers explain the steps
  • Ministers visit people and allow compensation or whatsoever required
  • Look for high level inquiry committee
  • Action is taken by PWD, Health Department etc.
  • Newspapers and media play a major role
  • Govt. can make new laws – build toilets in every urban area, appoint health worker in each village.
