Terms of Reference of New Anil Swarup Committee

  • Committee will deal w/issues like expansion, strengthening training infrastructure, rationalizing resources, reducing manpower deficiency affecting NCC & NSS.

  • Committee will submit recommend for building synergies b/w 2 institutions viz. NCC & NSS & further strengthen them for empowering youth.

India’s First Indigenous Lithium Ion Battery Project

Central Electro Chemical Research Institute (CECRI), Karaikudi, Tamil Nadu under Council of Scientific & Industrial Research (CSIR) & RAASI Solar Power Pvt. Ltd signed MoU for transfer of technology for India’s 1st Lithium Ion (Li-ion) Battery project.

CSIR-CECRI’s Facility to Manufacture Li-Ion Cells

  • CSIR-CECRI Tamil Nadu has set up demo facility in Chennai to manufacture prototype Lithium-Ion cells.

  • Group at CSIR-CECRI has developed this indigenous technology of Lithium-ion cells in partnership w/CSIR-National Physical Laboratory New Delhi, CSIR- Central Glass & Ceramic Research Institute Kolkata & Indian Institute of Chemical Technology (CSIR-IICT) Hyderabad.

  • India is one of largest importers of Lithium Ion batteries. In 2017, it imported nearly USD 150 million worth Li-Ion batteries.

  • Indian manufacturers import Lithium Ion batteries from China, Japan & South Korea among some other countries.

Production of Li-Ion batteries will give tremendous boost to various flagship programmes of PM Modi:

  • Clean Energy: Increasing share of Clean Energy in energy basket by generating 175 Giga Watts by 2022, of which 100 Giga Watts will be Solar

  • National Electric Mobility Mission: It will enable nation to switch completely to electric vehicles by 2030.

  • Project is in tune w/PM’s ‘Make in India’ initiative to turn India into manufacturing hub & to cut down outflow of foreign exchange.


  • RAASI Solar Power Pvt Ltd will set up manufacturing facility in Krishnagiri district of Tamil Nadu close to Bangaluru w/aim to bring down cost of cell manufacturing below Rs. 15,000 per KW to replace Lead Acid Battery.

  • Company has plans to make Lithium Ion battery for solar roof top w/life span of 25 years to make it affordable enough to drive Photo Voltaic segment.

CSIR Bags Clarivate Analytics India Innovation Award 2018

  • Council of Scientific & Industrial Research (CSIR) has received Clarivate Analytics India Innovation Award 2018 in Government Research Organisation Category.
  • As per to SCImago Institutions Ranking World Report 2017, CSIR was ranked 9th in world among 1207 govt. institutions. It scored overall rank of 75 in world.

‘Samagra Siksha’ Scheme for Holistic Dev. of School Education

Ministry of HRD launches ‘SamagraSiksha’ integrated Scheme for school education extending support to States from pre-school to senior secondary levels for 1st time.

  • Meaning of ‘Samagra’: ‘Samagra’ means holistic approach to treat education as wholeand Scheme is very aptly named as it sees school education holistically w/o segmenting it into various levels of education.

  • Scheme emphasizes integration of 2 T’s - Teacher & Technology in order to improve quality of education.

  • Scheme will build on grade-wise, subject-wise Learning Out comes & largest National Achievement Survey (NAS) conducted in 2017 - 18 to strategize district-level interventions for improving quality of education.

  • Scheme envisages active participation of all stakeholders especially parents/guardians, School Management Committee (SMC) members, community & state functionaries towards efforts to ensure quality education to children.

  • As teacher is fulcrum of school education system, scheme will focus on strengthening this crucial pillar by making SCERTs & DIETs nodal agencies for teacher training.

  • “DIKSHA”- national digital platform for teachers would put high-quality teaching-learning resources for ready use of teachers.

  • Scheme will support ‘Operation Digital Board’ in all secondary schools over period of 5 years, so as to enhance use of digital technology thru smart classrooms, digital boards, & DTH channels.

  • Digital initiatives like Shaala Kosh, Shagun, Shaala Saarthi will be strengthened. This would strengthen quality of teaching in schools across levels.

  • Scheme is integration of 3 existing schemes–Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) & Teacher Education (TE).

CBSE Launches Digital Repository ‘Parinam Manjusha’: Digilocker

CBSE launched its digital repository, Parinam Manjusha, to provide easy access of academic documents online.

Educational institutions & employers can verify applicants’ academic records thru this portal.

Parinam Manjusha and DigiLocker

  • Parinam Manjusha is developed by CBSE in collaboration w/NEGD (DigiLocker). Thru this repository, students can now access their mark sheets, pass certificates, & migration certificates online.

  • Parinam Manjusha is CBSE’s digital repository of academic records of Classes X & XII, for all categories of students—regular, private, & patrachar.

  • Parinam Manjusha will contain CBSE certificates in central database on central server. Board might integrate this database w/National Academic Depository System.


  • DigiLocker is platform for issuance & verification of documents & certificates in digital way, targeted at idea of paperless governance, thus eliminating use of physical documents.

University Grants Commission Approved UGC (Online Courses) Regulations, 2018

  • UGC approved new regulations for online courses by universities. Commission decided that higher educational institutions & universities will be able to offer graduate, postgraduate & diploma programmes online from upcoming academic session.

Significance of UGC (Online Courses) Regulations, 2018

  • Decision to allow institutions to offer courses & programmes online is landmark reform in field of higher education.

  • Decision will help top-rated institutions to offer certificate, diploma & degree programmes in full-fledged online mode.

Key Details UGC (Online Courses) Regulations, 2018

  • Institutions will be able to offer online degrees in all fields, except ones that require practical or laboratory classes including engineering, medicine, dental, pharmacy, nursing, architecture & physiotherapy.

  • Examinations would be conducted in proctored mode & in conformity w/any norms for such examinations stipulated by commission.

  • Online learning shall have min. 4 quadrants, video lectures, e-content, and self-assessment & discussion forum to clarify doubts.

  • Under UGC (Online Courses) Regulations, 2018, all higher education institutions that are in existence for at least 5 years & are accredited by National Assessment & Accreditation Council (NAAC) w/valid min. score of 3.26 on 4-point scale are eligible to offer online programmes.

  • NAAC & NIRF conditions shall not be applicable to existing govt. Open Universities till NAAC or similar accreditation system or NIRF are made available.

  • Initiative is big step towards attaining targeted Gross Enrolment Ratio GER of 30 % by 2020.
