University Grants Commission (UGC) has agreed to free Indira Gandhi National Open University (IGNOU) from its regulations for higher education institutions offering open & distance learning programmes in various streams.

  • Higher education regulator has requested MHRD to issue “a direction” to keep national Open University outside ambit of UGC (open & distance learning) Regulations, 2017 as “a special case. “
  • Commission agreed to exempt IGNOU from its distance education regulations at its recent meeting. It is contributing “in various areas of national importance & relevance” by providing “quality” distance education with outreach across country.
  • UGC & IGNOU is at loggerheads over each other’s powers & jurisdictions for past few years, leading to confusion among students & other stakeholders over validity of some of its professional programmes.
  • Tough regulations by UGC for open & distance learning programmes to be offered by higher education institutions in 2017 & subsequent amendments in it further added to problems b/w regulator & national Open University.
  • UGC & IGNOU were on turf war over mandatory requirement to seek approval of respective regulators including All India Council for Technical Education (AICTE) for offering professional courses such as MBA & MCA in open distance-learning mode.
  • Board of Management (BoM) of national Open University in 2016 decided to resume offering M Phil & PhD programmes from academic session of 2017 - 18 despite UGC had banned offering of such programmes by higher education institutions coming up with revised regulations.
  • IGNOU had stopped PhD courses in 2014 following UGC directive that sought all 15 open universities in country to stop research programmes in distance mode.
  • IGNOU was demanding for amendments in UGC regulations to enable it offer 2 programmes in distance mode.
  • IGNOU had obtained approval of Indian Nursing Council for offering post-basic BSc-Nursing programme for in-service nurses.
  • UGC (open & distance learning) Regulations, 2017 prohibits offering of degree nursing programme at both undergraduate & postgraduate levels.
  • HRD ministry should be requested to issue direction thereby keeping IGNOU outside ambit of UGC (open & distance learning) Regulations, 2017
