Cluster University

Laid under 12th Five Year Plan

Minimize burden on state run universities to inspect and affiliate colleges

Cluster university means the cluster university established under sub-section (6) of section 3 of the Act

Primarily the purpose of these Cluster Universities was to provide opportunities of higher education to such of the students of the State as are not financially or logistically able to find admission in regular universities.

Policy of the Government about the Cluster University is to provide opportunity to more and more students to pursue various post-graduate, under-graduate and diploma courses in different streams and subjects through regular mode.

It will lead to decentralization

A UGC concept document submitted to the Union Planning Commission has mooted the creation of 400 such cluster college universities in India between 2012 and 2017. Besides, 20 exclusive women’s universities and 10 Meta universities would be established, if all goes as planned.

According to the RUSA draft guidelines, which have been released for consultation, the 35 cluster universities will receive Rs 55 crore each (a total of Rs 1,925 crore) in the current phase and another Rs 65 crore in the next phase

Hurdles – technical hurdle, functional delays

When any new university is constituted by a notification in the Official Gazette under sub-section (2) of section 3, or a cluster university under sub-section (6) of that section, the State Government may, notwithstanding anything contained in this Act, by one or more orders published in the Official Gazette, provide for all or any of the following matters, namely:- (a) the appointment of the first Vice-Chancellor and other officers of the university and the term for which they shall be appointed; (b) the constitution of the first Management Council and Academic Council in such manner as it thinks fit and the term for which it shall function; (c) the continuance or application of such Statutes, Ordinances and Regulations with such modifications as it may specify:

Criteria Cluster University

These universities will be created by pooling the resources of 3 to 5 existing colleges (2 to 3 colleges for NER States) that have adequate academic, physical and technical infrastructural facilities.

Colleges with a NAAC grade of 3.51 and above will be eligible. However, in case such a cluster is not possible, the Lead college has to have NAAC score of 3.51 and the participating colleges need to have NAAC score of at least 3.25.

Purpose of such an intervention is to bring together 3-5 colleges which have the required academic and administrative autonomy (but do not have the power to award degree) and convert them into a university (which has the degree awarding power) through an Act of State Legislature.

Criteria Cluster University

Colleges fulfilling conditions of autonomy under the UGC Autonomous College Regulations, 2018 of the UGC will be eligible.

Colleges with high Teacher-Student Ratio, Post –Graduate Departments, and having filled 85% of their sanctioned faculty positions etc. are eligible to be considered.

These colleges selected should offer inter and multi-disciplinary programs.

Colleges joining the cluster must have the capacity to function as a university when coalesced. This would include, among other factors, the strength and experience of the administrative staff, the number of years that the individual colleges have been functioning, degree of autonomy they have enjoyed in the past, etc.

Mumbai

Second university in Mumbai and will be named as Dr Homi Bhabha Cluster University (HBCU).

This cluster will contain four prominent colleges – Institute of Science, Sydenham College, Elphinstone College and Government B.Ed College as integral colleges.

Odisha

Khallikote University (KU) was established as the first cluster University in the state of Odisha on 30th May 2015 to fulfil long cherished dream of the people of southern Odisha.

The University has five constituent colleges – (i) Khallikote (Autonomous) College, Berhampur, (ii) Sashi Bhusan Rath Government Women’s College, Berhampur, (iii) Government Science College, Chhatrapur, (iv) Binayak Acharya College, Berhampur and (iv) Gopalpur College, Gopalpur.

Andhra Pradesh

Cluster University at Ongole, Prakasam district of Andhra Pradesh

The Cluster University of Jammu (CLUJ), is a collegiate public state university, located in Jammu in the state of Jammu and Kashmir India. It is a cluster of five colleges of the Jammu city.

The university includes five constituent colleges, namely Govt. Gandhi Memorial Science College (as a lead college), Govt. MAM PG College, Jammu, Govt. S.P.M.R College of Commerce, Government College for Women Gandhi Nagar and Government College of Education Canal Road

Cluster University of Srinagar is a collegiate state university located in Srinagar in the state of Jammu and Kashmir. It is a cluster of five colleges of the Srinagar city.

The five constituent colleges of the university are Amar Singh College, Sri Pratap College, Government College for Women, M.A. Road, Srinagar, Government Degree College, Bemina and the Institute of Advanced Studies in Education, Srinagar

The higher education department has decided to start Cluster University (CU) Leh from Kashmir University’s satellite campuses at Leh and Kargil districts.

Five degree colleges, presently affiliated with Kashmir University (KU), which will be constituent colleges of the University include one each in Leh and Nobra (in Leh district) and one each in Kargil, Zanskar and Drass (in Kargil district).
