Right to Education Act 2009
- The Act implemented the constitutional provision of Article 21. A
- The Act was enforced on 1st April 2010.
Salient Features of the Act
- It provides free elementary education in neighborhood school
- It clarifies compulsory education means obligation on Government for free elementary education.
- Admission of children in age appropriate class
- Specifies duties and responsibilities of Government, Parents and Educational Institutions
- Specifies sharing of finances between Central and state Government
- Lays down norms for Pupil Teacher Ratio (PTR) thus , ensuring no imbalance in teacher posting in Urban and Rural Area
- It prohibits Physical punishment, Capitation fees, Private Tuitions and Schools without recognition
- Development of Curriculum in line with the Values enshrined in the Constitution for all round development
- Establishment of National and State advisory Council
- Provides the establishment of School Management Committee for monitoring, preparing and recommending school development plan
Right to Education Act 2012
- It amended Right to Education Act 2009
- It included Children with disabilities under RTE Act
- Home Based Education for Children with Severe Disabilities
- Minority Educational Institutions shall function in advisory capacity
- RTE Act provisions does not apply to religious educational institutions
