MHRD launched ‘SamagraSiksha’ integrated Scheme for school education extending support to States from pre-school to senior secondary levels for 1st time.

Key Facts

  • Scheme emphasizes integration of 2 T’s - Teacher & Technology in order to improve quality of education.

  • Scheme is paradigm shift in conceptual design of school education by treating ‘school’ holistically as continuum from pre-school, primary, upper primary, secondary & senior secondary levels.

  • Budget outlay on new scheme will be now Rs. 34,000 cr. in 2018-19 & to Rs. 41,000 cr. in 2019-20

  • About one million schools will get library grant Rs. 5,000 to Rs. 20,000 to strengthen libraries to ensure that "Padhega Bharat Badhega Bharat".

Allocation of Sports Equipment under Scheme

  • Every school will get sports equipment under Samagra Shiksha, at cost of

  • Rs. 5000 for Primary

  • Rs. 10,000 for Upper Primary

  • Upto Rs. 25,000 for SSC & HSC schools

  • Emphasize relevance of sports to realize dream of “Khelega India Khilega India”.

Implementation of Scheme

  • Scheme will build on grade-wise, subject-wise Learning Outcomes & largest National Achievement Survey (NAS) conducted in 2017-18 to strategize district-level interventions for improving quality of education.

  • This approach would help shift focus of student learning from content to competencies.

  • Scheme envisages active participation of all stakeholders especially parents/guardians, School Management Committee (SMC) members, community & state functionaries towards efforts to ensure quality education to children.

Training of Teacher by Strengthening Institutions like ‘SCERT & DIET’

  • As teacher is fulcrum of school education system, scheme will focus on strengthening this crucial pillar by making SCERTs & DIETs nodal agencies for teacher training.

  • These institutions would be strengthened to emphasize integration of in-service & pre-service training structures

  • DIKSHA”- national digital platform for teachers would put high-quality teaching-learning resources for ready use of teachers.

  • Scheme will support ‘Operation Digital Board’ in all secondary schools over period of 5 years, so as to enhance use of digital technology thru smart classrooms, digital boards, & DTH channels.

  • Digital initiatives like Shaala Kosh, Shagun, and Shaala Saarthi will be strengthened.

Samagra Shiksha Scheme

  • It is new beginning in field of education.

  • Samagra Shiksha will integrate schemes thru single school education development program covering grades from pre-school to 12th which would help in looking at school as unit.

  • Scheme is Endeavour of Govt. to equip our children w/ all-round skills – academic, extracurricular & vocational- so that they lay strong foundation for future development of India.

Scheme is Integration of 3 Existing Schemes

  • Sarva Shiksha Abhiyan (SSA)

  • Rashtriya Madhyamik Shiksha Abhiyan (RMSA)

  • Teacher Education (TE)

It is paradigm shift in conceptual design of school education envisaging to integrate teacher, technology & student learning.

MHRD Was Created on Sep. 1985 & Works Thru 2 Departments:

  • Department of School Education & Literacy

  • Department of Higher Education

Objectives of Ministry:

  • Formulating National Policy on Education & to ensure that it is implemented in letter and spirit

  • Paying special attention to disadvantaged groups like the poor, females & minorities

  • Provide financial help in form of scholarships, loan subsidy, etc. to deserving students from deprived sections of society.
