Official Secret

  • By abolishing the Official Secrets Act, 1923, it should be included as a chapter of the National Security Act.

  • Take the pledge of transparency at the time of assuming office in the public affairs.

  • The Act of the Armed Forces to be included in the Second Schedule.

  • Second schedule of the act should be reviewed from time to time.

  • Public Information Officer will be appointed in all the organizations listed in the second Schedule. Appeals against the orders of the PIO CIC SIC needs to know files.

Rules and Procedures-

It should be included in the Civil Service rules that every government servant will give good and complete information to the public or any organization in the execution of their duties with goodwill, but not for unauthorized and unfair benefits.

Privacy Classification

  • Under the RTI Act, arrangements should be made to include the annual confidential reports of the officials and the examination papers and related matters in the exemption.

  • Documents classified as ultimate secret or secret, should be kept for 30 years and classified documents as restricted for a period of 10 years.

  • To provide grading of documents, the authorized officer is of the following levels-

  • The ultimate secret - not less than the Joint Secretary level.

  • Secret - Not less than Deputy Secretary.

  • Confidential - Not less than the level of Under Secretary.

At the same time, the State Governments can authorize rank officers to grant grading to the rankers.
